Gang
fighting resurfaces; Man attacked at home in Male'
Male' - Just over a week after the police and army controlled the security
situation in the capital, on Monday night, a man was attacked by a gang of
almost 12 people who entered a house in Maafannu ward, near Mercury Light hotel
area. It is reported that the man was attached by iron poll and was also injured
by a hot iron. The group left the house after the attack and have not been
caught yet. The incident has once again given rise to the question as to why the
police and the authorities at large are unable to curb this terrible issue. Home
Minister Kamaaluddeen faced a no confidence vote in parliament this week, which
he escaped but no one appears to be taking responsibility for these breaches of
security in the most crowded island in the country. Most residents in Male' are
vary of this situation and say that they no longer feel safe to walk around the
capital. Parents urge their children to stay indoors fearing for their safety.
More than 80 people were arrested this month over gang fighting and violent
crimes but it doesn't appear to have solved the issue.

IDP
Proposes Gasim As Alliance Candidate
The Islamic Democratic Party (IDP), a member of the National Unity Alliance, has
officially proposed finance minister Gasim Ibrahim as a joint candidate for the
Alliance, IDP vice-president Mohamed Hassan Manik told Minivan News on Tuesday.
A vice-president of the ruling Dhivehi Raiyyithunge Party (DRP), Gasim was one
of the 41 Maldivians to hold discussions about starting an opposition movement
in 2001. He was associated with the largest opposition Maldivian Democratic
Party (MDP) until joining government in 2005.

Tourist
speedboat collide with local Dhoni
A speedboat which was carrying 14 tourists from Anantara Resort to the airport
collided with a local boat on Saturday night resulting in heavy damage to both
vessels. According to reports, the speedboat 'Redhan' and the dhoni 'Muringu'
which was carrying 9 passengers to Guraidhoo from Male’ collided some distance
to the west of Fushi-Dhiggaru reef. Fortunately, apart from damages to the
vessels, there were no reported cases of injuries to passengers on either
vessels. Resort officials say that the accident occurred due to poor visibility
as a result of severe weather conditions at the time. Similar accidents are no
uncommon and have claimed lives before. However, it is one of the safest modes
of transport in the Maldives.

Confidence Motion Against Home Minister Fails
A vote of no confidence against home minister Abdullah Kamaldeen over escalating
rates of crime and street violence failed to pass in the People's Majlis
(parliament) on Monday, with just 11 votes in favour. 34 votes would have been
required for it to pass. But the group of opposition MPs who had proposed the
motion said it had intended to draw ongoing public attention to the crime rate
rather than remove Kamaldeen from his position.

Maldivian students in India discriminated by the Government
In December 2006, the Department of Higher
Education & Training (DHET) revised stipend scheme for students studying abroad
in accordance with the present day living standards in different countries. The
revised
list is available in their website. An article about this news was also
published in
Haveeru on 5th December 2006. According to the "Revised stipend rates for 2007"
published by DHET, students studying in India should receive USD 360 per month.
In addition to students fully financed by the Government of Maldives (who
receive the newly allocated stipend of USD 360 per month) each year several
students come to India to study under Indian government scholarship schemes,
ICCR and ITEC/IGMH.

Attorney
General's Office Finds "Conceptual Problems" In Constitution
A team of lawyers from the attorney general’s office (AGO) has found several
contradictions in the constitution being drafted, after being asked to review
the document by President Maumoon Abdul Gayoom. Eight lawyers have analysed the
material passed by the Special Majlis (constitutional assembly), and produced a
report saying changes are needed to avoid inconsistency and also to address
"impractical" provisions, said state attorney Hussein Shameem.

moots UN sanctions on Harare
The top US diplomat for Africa, Jendayi Frazer, has said the UN Security Council
should consider sanctions on Zimbabwe over the post-election crisis. She told
the BBC that if the situation did not change "we should contemplate multilateral
sanctions through the UN". Ms Frazer, who is touring the region, urged African
leaders to speak "very loudly" against post-poll violence. Opposition and human
rights groups allege a government campaign of abuses in the wake of last month's
vote. Four weeks after the elections, results from the presidential race remain
unreleased. more

Male' – Three senior MDP members will arrive in UK today to participate in
a week-long training session on election management and monitoring conducted by
the UK Conservative Party, in association with Westminster Foundation for
Democracy. President of Raa Atoll and head of recent presidential and
primary elections, Mohamed Rasheed (Bigey), Ahmed Shahid (Saabe') and Abdulla
Sadig, deputy president of Addu Dhaairaa will be monitoring how local elections
are conducted in the UK, as a number of elections are taking place this week in
various regions including the election of London Mayor.

Wins MDP Party Ticket
Renowned political activist Mohamed Nasheed (Anni) on Saturday won by a
landslide the largest opposition Maldivian Democratic Party (MDP) candidacy to
compete in the country’s first multi-party presidential elections. At the close
of vote-counting for the day, he had secured 72 per cent of the vote, with
ballot papers counted from 94 of the 117 island polling centres.

wins the MDP presidential primary
Male' - 02:51 -
Anni thanked his contenders for their
professional campaigns and said that their aim
had always been to bring democracy. "This is a
win for all of us. We are all winners," Anni
said in his acceptance speech. Anni also said
that he looks forward to working with Dr.
Munavvar, who is the President of MDP. He also
paid tribute to Reeko Moosa and congratulated
him for his efforts to bring democracy to the
Maldives. Specifically Anni highlighted Moosa's
courageous performances in the parliament. Anni
also thanked Gogo Latheef for his services to
the party. He also thanked the media for their
effort in covering the election and concluded
his speech by stating that Gayyoom will be
replaced.
Male' - 02:49 -
Contenders Dr. Munavvar and Reeko Moosa have
conceded defeat gracefully and congratulated the
winner, Anni. Both candidates thanked their
supporters and all those who participated in the
election.
Male' - 02:45 -
According to the initial votes counted and exit
polls, MDP's presidential primary winner will be
Mohamed Nasheed, Anni, the former chairperson of
MDP and founding member of the party. After
nearly 91 of the ballot boxes counted, Anni has
reportedly secured more than 65%, whilst the
runner up Dr. Munavvar managed to secure 26% and
Moosa secured 9%. These results are the initial
count. The official count announced at around
2:00am are as follows: Anni 3275 (69%), Munavvar
718 (21%) and Moosa 528 (10%). The trend is set
to continue and as per the official preliminary
results, Anni performed extremely well in almost
all areas, including Addu Atoll. Official
preliminary results are expected within the next
few hours according to election officials.

and her contender Nazim has congratulated Mariya
over the resounding victory she attained.

to have gained a considerable lead.

Counting of the boxes in Male' at Kalaafaanu
School has begun. Exit figures indicate that
more than 2641 votes were cast there.

Counting of the votes has begun and preliminary
results for some 15 boxes have been announced
already. Currently, Anni leads with around 65%
of the votes counted.

Polling begins to elect MDP's presidential
candidate
Male' - 20:30 - Voting is also taking place to
elect a new MDP Chairperson. Two members are
contesting - Mariya Ahmed Didi, MP and Nazim
(Bounty). However, both candidates have hardly
done any campaigning. As Mariya said, "I do not
want to overshadow the Presidential Primaries".
If elected Mariya Didi would be the first ever
female Chairperson of a political party in the
Maldives.

of Anni gather in Kulhudhuffushi days before the presidential primary
Kulhudhuffushi – Supporters of Mohamed Nasheed (Anni) in Kulhudhuffushi took to
the streets this week, expressing their views just before the polling day.
Hundreds of MDP members organised a cycle round and signed a radar to show their
full support for Anni. As MDP members goes to poll today to elect their
candidate to challenge the dictator in the coming presidential election, it
appears that the party is united more than ever and that all camps have tried
their hardest to win the hearts and minds of the party members. More than 20,000
members of the MDP are to vote tomorrow. Dr. Munavvar, current MDP leader, Reeko
Moosa and Anni, all performed well last night in the live debate organised by
DhiFM. Most MDP members said that they were simply proud to be MDP and that this
election is a routine party election and whoever wins will have the full support
of the entire party.

Presidential Primary debate concluded successfully
The historic live debate between Maldivian
Democratic Party's presidential primary candidates concluded successfully last
night. The event was organised by DhiFM and was broadcast live on both DhiFM
radio as well as on national TV, TVM. Presented by Khaleel and Masood, the
debate was a complete success and covered a whole range of topics related to
their campaign. In addition to policy questions on how each of the candidate
would solve major public issues, such as housing, health, education and
transport, questions were asked on various aspects of the democratic campaign
which is expected to produce the first ever multiparty elections in the Maldives
within the next 12 months.

Lawsuit Child Regains Hearing
The four-year-old deaf girl at the centre of a record US$557,000 court battle
regained her hearing in Colombo on Wednesday, one month after undergoing surgery
for cochlear implants. The child – who became profoundly deaf in July 2007 after
receiving a series of antibiotic injections at a Maldives hospital – was fitted
with an external device, which works in conjunction with the implant by using
electrical impulses to stimulate auditory nerves inside the ear.

gathered in New York to hold its seventh session, hundreds of illegal plain
settlers attacked seven indigenous Jumma villages in the Chittagtong Hill Tracts
(CHTs) of Bangladesh. These villages - Nursery Para, Baibachara, Purba Para,
Nangal Mura, Retkaba, Simana para and Gangaram Mukh of Sajek union under
Baghaichari upazila (sub-district) in Rangamati district were attacked for 4
hours from 9.30 pm to 1.30 am on 20 April 2008.

primaries & TV debates: A new kind of politics in the Maldives
This Wednesday evening, 23 April 2008, state owned
Television Maldives (TVM), is due to telecast the debate between the three
presidential primary contenders of the Maldivian Democratic Party (MDP). It's a
first. MDP is the first party to hold a primary of this kind, to elect a
candidate to participate in the first ever direct presidential election,
expected to take place in October this year. MDP's candidates are the current
president of the party, Dr. Mohamed Munavvar, former chairperson and founding
member Mr. Mohamed Nasheed (Anni) and Mr. Reeko Moosa Manik, Member of
Parliament. This historic debate is organised by DhiFM and will be broadcast on
their station as well, from 2130 to 2300 hrs. To cover the cost, organisers will
be selling 200 tickets to the public but around 400 invited guests will attend
the debate including leaders of political parties.

wants emissions cuts but not from tourism
SINGAPORE (Reuters) - The Maldives, worried about rising seas from climate
change, wants steeper cuts in global greenhouse gas emissions but is unwilling
to curb its tourism industry, which is reliant on polluting international
flights. President Maumoon Abdul Gayoom, in Singapore promoting his book
"Paradise Drowning" at an environmental business summit, said cutting back on
tourism was not the answer even though the country's survival was more important
than development.

Two
blind men are given partial sight by 'bionic eyes' implant
Two blind patients have regained some of their vision after revolutionary
surgery to implant "bionic eyes". Surgeons at Moorfields Eye Hospital in London
operated on two men in their 50s who suffer from the hereditary disease
retinitis pigmentosa. They planted a tiny electronic receiver and electrode
panel at the back of the eye and attached it to the retina. A small camera and
transmitter mounted in a pair of glasses then sends a wireless signal to the
implant.

Five
suspected of the murder of Ishaar
Ali Ishaar was just 21 when he was murdered last December by a group of thugs,
believed to be members of a local gang. Many of the suspects went into hiding
but later turn themselves in. Reports now say that 5 of the initial suspects
have been interrogated and the police have sent their finding to the Attorney
General's office for possible prosecution. The suspects include a 17 year old,
Mohamed Ahusan (Ahu), Shifau Abdulla Waheed, Hussein Razeen (Rabberay) and Minan
Rasheed. In recent months there has been an upsurge in gang violence in Male',
which claimed the life of a 14 year old earlier this month. The public blames
the authorities, mostly the police for failing to safeguard their livelihoods
and lives. The army was recently assigned the task of security in the capital,
which resulted in a marked decline in gang crimes and violence.

MALE, April 20 (Reuters) - The Maldives, pushing ahead with democratic reforms,
has decided to hold its first multi-party presidential election before October
10, the first popular test of President Maumoon Abdul Gayoom, Asia's
longest-serving ruler. Gayoom, in power since 1978, has said he will stand for
re-election, defying opponents who describe the 71-year-old as a dictator who
rules the island chain, famed for its luxury tourist resorts and fine scuba
diving, like a sultan of old.

Party (DRP) pushed the remainder of their articles through Special Majlis
(constitutional assembly) with a majority.

"How much would you pay for a chain of stolen gold?" My uncle A.Fulhu told me
last evening. Stolen gold??? He was waiting with a friend near the artificial
beach when he was approached by a "Paatey" (his words) who offered a thick chain
of gold for Rf 1000/= and to prove that it was real gold the "Paatey" even hit
the coral wall with the chain a few times. "How did you know that it was
stolen?", playing the Devil's Advocate, I asked him. "Why else would a young man
in his teens try and sell me a gold chain on the road if it wasn't stolen?" he
replied. Good question. No reply. I was relieved when he told me that he did not
buy it. Whew!

campaigning in Addu again
MDP's former chairperson Mohamed Nasheed (Anni) is currently touring Fuahmulah
and Addu as part of his campaign to become the MDP's presidential candidate.
Morethan a thousand supporters recieved him in Addu yesterday and he held
rallies in all the islands in Addu. He also held Q&A sessions near his campaign
HQ's in different island.

Credit To Improve Banking By Phone
Washington, D.C. (AHN) - The World Bank on Thursday approved a $7.7 million
credit to the Maldives to improve financial services for banking by mobile
phones. "The mobile phone banking project will create a single currency payment
system which offers a set of mobile telephone-based accounts," the World Bank
said in a press statement.

visiting Addu and Fuahmulah again
MDP's presidential primary is now in the final
week and candidates have been campaigning hard. Dr. Munavvaru held a special
rally last night in Male' and Mr. Nasheed (Anni) has begun another campaign tour
to Addu and Fuahmulah. Since March, Anni has visted more than 50 islands
campaigning to become the MDP candidate to contest the first ever direct
presidential election due to be held later this year.

Deliberately Defeats Motion on Equal Availability of State Media Resources
The Maldives Media Association (MMA) regrets that
on 13 April 2008 the Special Majlis (Constitutional Assembly) deliberately
defeated motion on "The Responsibilities of the Interim Executive" proposed for
the Transitional Chapter of the Constitution. MMA notes MPs belonging to Dhivehi
Raiythunge Party (DRP) purposely refused to vote for the motion proposed by Raa
Atoll Member Shaheen Hameed (independent) and seconded by Haa Alifu Member Ahmed
Muizzu (independent).

Speaker
Allows Final Changes To Contentious Transition Proposals
The Speaker of the Special Majlis (constitutional assembly) Gasim Ibrahim has
said he will allow members to make last-minute changes to the most contentious
proposals for the transitional chapter of the constitution. Gasim on Thursday
told members he would not allow a vote on any proposals he believed contravened
the concept of a democratic separation of powers between executive, judicial and
parliamentary branches of the state.

Dictator appoints the old guard to senior minister posts
Male' – In a remarkable turnaround, the Maldives Dictator has sorted to
recall back his most loyal cronies, including his brothers in laws and best
friends to his ring, in order to strengthen his grip on power. His best friends
and former ministers, who were sacked over the last couple of years, are back
with more powers as senior ministers. They are Fathulla Jameel, Zahir Hussain,
Umar Zahir and his own brother Abdulla Hameed. In addition, Koli Ali Manik who
is in charge of Golhaabo's personal finances and lives in Singapore, is to be a
senior minister as well. His brothers in laws, Samarey and Abbas are state
ministers as well as old friend Abdul Rasheed Hussain and Rashida Yousuf. It is
absolutely obvious that the 'demented one' is left with no option but to resort
to good old tactics to remain in power.

Staff
of Nasandhura Palace Hotel left to fend for themselves
Male' – The oldest hotel in Male', Nasandhura Palace Hotel, is to close down for
good at the end of this month. A landmark of Male', Nasandhura will be greatly
missed by many, especially the locals who go there to socialise in the famous
Trends restaurant. But, there is a quite bunch that is destined to suffer even
more and their future is looking very bleak. More than 30 staff are to loose
their jobs as a result of the closing down of the hotel and the government is
not helping them find other jobs, according to them. The senior management will
easily find placements in other companies but its the middle and lower category
staff who will suffer most. Nasandhura is owned and managed by the Tourism
Ministry.

Cares funds children from 12 countries
DUBAI- Children from 12 countries will receive funding from Dubai Cares in the
first phase, of which Sudan alone will receive Dh 85.5 million for primary
education. Reem Ibrahim Al-Hashimy, Minister of State and chairperson of Dubai
Cares Board of Directors announced on April 16 that Bangladesh, Bosnia, Chad,
Comoros Islands, Djibouti, Maldives, Mauritania, Niger, Pakistan, Occupied
Palestinian territories, Sudan, Yemen and Palestinian refugees in Lebanon and
Jordan would be recipients of its phase one funding.

'Arrests' after Zimbabwe strike
More than 50 Zimbabwean opposition supporters have been arrested after staging a
strike, the party says. Police have accused the Movement for Democratic Change
(MDC) of trying to incite violence with their strike call, in protest at delayed
poll results. But a coalition of Zimbabwean doctors said its members had seen
and treated more than 150 people who had been beaten and tortured since the
polls. more

Internet
service in Male' International Airport disrupted by corrupt bosses
Staff in Male' International Airport are complaining because their internet
service has been cut off for night duty staff in various departments as a result
of recent articles published in Dhivehi Observer with regard to some of the
corrupt bosses in the place, such as Ali Hashim, Asst. Managing Director.
Earlier, internet service was available until 1:00 am but not it gets
disconnected by 8:00 pm, a staff said. The IT department head of the airport,
Masood Imad, is apparently the campaign manager of the Maldives Dictator and is
therefore doing all he can to limit access to the internet so their corrupt
activates can go unreported. They suspect that its the night duty staff who are
writing and emailing these articles to DO. The staff say that they should not be
collectively punished for the actions of some and many agree that the public
have a right to know about the scandals in the airport, one of the most corrupt
companies in the country.

goes on' attitude
Male' is a sea of humanity and concrete mixed together in an unholy bunch. You
cannot walk down the street without bumping into hundred other people. The shops
are full of goods that people cannot afford to buy. One third of the shops that
existed four years ago are no more around. Even a pack of nappies costs over
Rf120! How can someone with a baby survive on a Rf3000 salary I have no idea.
Everyone you meet complains of the same thing - rising prices, escalating
violence. Even today one old lady from Thaa Atoll told me that a bottle of gas
costs 230 Rufiya in her island. People have had to go back and chop wood for
fuel.

in challenging times...
I had a look at last evening's Haveeru. It's been a while since I held a paper
in my hand as opposed to reading it on the internet. Most of the main articles
were about the constitutional reform or the escalating violence on the streets
of Male'. Unlike in times goneby, there was no photo of the President on the
front page or about him sending a message to another head of state. Times are
indeed changing. But is it for the better?
