We
Shall Not Succumb to Terrorism
When innocent people are
hurt, injured, maimed, or killed, that is TERRORISM,
irrespective of their nationality, cast, creed or
religion and despite who carried out the attack. In
recent times, terrorist attacks mainly directed at
tourists have been on the increase around the world.
However, for those of us on these shores, they seem
distant, remote, and often at times surrealistic. That
is until yesterday. What we witnessed yesterday is real
terrorism targeted against tourists. This is frightening
and menacing. By the grace of the Almighty, no one was
killed in this particular incident. But it could have
been otherwise. And we as a country need to get to the
bottom of this and find out who carried out this
dastardly act.

bomb exploded in a crowded park and left a British

and Hama Jamiyya condemns terror
attack in Male'
Male'
- Maldivian Democratic Party (MDP)
and Hama Jamiyya, a local NGO, have
condemned yesterday's terrorist
attack in the capital Male'
targetted at foreign tourists
visiting the country. In a statement
in Dhivehi by MDP, the party said
that it condemned this blast in the
strongest possible terms and called
on the government to take necessary
steps to bring the perpetrators to
justice. The statement also called
for the organisers of this criminal
act to seize any such activity in
the future and to follow the path of
non-violence. Hama Jamiyya, a local
NGO also condemned the attack and
said in a statement that " Terrorism
cannot be justified under any
circumstances or by any reason
whatsoever, and deliberate or
indiscriminate attacks on civilians
violate the most basic norms of
international human rights and
humanitarian law. Hama Jamiyya
deplores such violations of the
right to life and physical security
and call for the perpetrators to be
brought to justice.

MALE, Sept 29 (Reuters) - Twelve
tourists have been injured in an
explosion in the Maldives' capital,
Male, local media and a witness
said. The explosion took place just
after 1500 local at the entrance to
the capital's Sultan Park, a
stop-off for all tour groups in the
capital.

accident in Feydhoo injures motorist
Feydhoo - A freak accident happened
in Feydhoo near the main school
where a government car hit a
motorbike injuring the rider,
Shazleem. According to eyewitness,
Mr. Naseem, the driver of the car
was driving too fast on the cross
road whilst he entered a main road
where he hit the motorist, who was
taken to Feydhoo health centre with
severe leg injuries. The bike was
also badly damaged during the
accident.

demand closure of popular local
cafe' in Feydhoo
Feydhoo - Several islanders
complained on Thursday night after
police forced the owner of a popular
cafe' in Feydhoo to be shut as part
of the on-going operation to control
the conflict between rival gangs
from Feydhoo and Maradhoo. According
to reports, police spoke with the
owner and he obliged but most of the
customers of this popular hangout
expressed their dissatisfaction over
the issue saying that it is the
public who is suffering as the
police is unable to deal with the
matter. The anger is mainly because
the police did not give any reason
for the drastic action which meant
that the owner lost a substantial
income from the business.

Fighting
in Addu is politically motivated and
fuelled by drugs
Addu -
Tension has been high in Addu Atoll
since Sunday, 23rd September, after
fighting broke out between rival
gangs from Feydhoo and Maradhoo.
According to very reliable sources,
the whole saga is politically
motivated and organised by
supporters of the Maldives
Dictator's party DRP. Fighting
initially broke out when a young
gang from Feydhoo attacked another
from Maradhoo island. Several people
have been injured and the police are
not able to contain the problem,
whilst NGO's (such as Society for
the Development of Addu - SDA) are
playing the lead role in bringing an
end to this unpleasant incident.
These pictures are from the
incidents that took place on Sunday
in Maradhoo, during which several
students were badly injured. Since
the incident, several people have
been arrest by police and badly
beaten up, most of whom are turning
out to be innocent. Once such victim
is Hussain Athif (34), Asraaruge,
Maradhoo.

Government
Short Of Money For Tsunami Projects:
Gasim
Finance Minister Gasim Ibrahim has
admitted for the first time the
government does not have sufficient
cash to meet his ambitious spending
plans. Speaking to Agence France
Presse (AFP), Gasim said, "we are
still short of about seventy to
eighty million dollars to complete
[tsunami reconstruction] projects."
Gasim also confirmed the government
has appointed an international
agency to rate the Maldives' credit
worthiness, which will make it
easier to borrow money
internationally.

Ministry Tight Lipped On $30 Million
HSBC Loan
The
government is refusing to explain
why it has borrowed $30 million from
international bank HSBC at
commercial interest rates.
Governments are generally able to
borrow money from development
institutions such as the World Bank
or Asian Development Bank at below
market rates. But HSBC is a profit
making private bank, and their loan
must be repaid at 2.25% above LIBOR,
LIBOR is the floating rate at which
banks lend to each other.

On 22 September, the British High
Commissioner, Dominick Chilcott,
spoke at the Ceylon Hotel School
Graduates Association in Habarana.
In his speech the High Commissioner
said that strong historical and
cultural links between Britain and
Sri Lanka meant that British tourist
arrivals had dropped only slightly
compared to some other nations in
recent months. British tourists
remained the industries most
valuable overseas customers. On the
eve of England's cricket tour he
hoped the tourism industry and the
country as a whole, were prepared
for the arrival of England’s touring
fans, the "Barmy Army".

good news for the tourist industry
here, however, was that the number
of tourist nights grew substantially
from 4.8m to 5.8m. You may only have
had slightly more arrivals than the
previous year but they stayed for a
good deal longer. As a result, the
country's foreign exchange earnings
grew a highly creditable 17% to
$410m. Tourism thus kept its
position as one of the country's
five highest foreign exchange
earners after remittances, textiles,
tea and gem stones.

Zia
Abbas sentenced for 10 year by 'Golhaa'
court
Male' - Zia Abbas was sentenced for 10
years by Golhaa court yesterday in
absentia, for his alleged terror
activities on 10th September 2003, the
day Maldives Dictator's police shot and
killed several inmates at Maafushi Jail.
Zia Abbas, is the nephew of Mrs.
Dictator (Bidikaa Nattu) and had
recently returned from UK after revoking
the political asylum granted to him in
2004. Five people in total, including
Jenifer Latheef and Zia, were charged
with terrorism in relation to the unrest
in Male' 4 years ago but the cases were
based on circumstantial evidence and
propped up lies by Dictator's policemen.
Despite being a family member of the
ruling elite, Zia, who admits being a
drug addict, has been a keen supporter
of democratic reform and campaigns for
human rights. Zia is a member of MDP and
worked for Minivan Radio for a number of
months after its initial launch. Zia is
also a popular musician and lead
guitarist and vocalist of local band 'Kushehnooney'.

Special Majlis (Constitutional Assembly)
at its meeting of 17 September 2007 has
adopted a provision that a person who
had completed two terms as President

the draft article prescribes the term of
office of the President to be five years
stating that no person can be President
consecutively or otherwise for a period
exceeding two five year terms. Part (b)
of the specified article states that a
person who has completed two terms as
President cannot stand for the post.

decided to build a 15-storey hotel in
one of few common area left in the most
densely populated capital in the world,
Male', which is less than 2 sq km and is

it appears that Golhaa government is in
financial difficulty and needs to suck
more money from the private sector by
any means possible.

number of functions and a general
assembly (on 19, 20 and 21 September) to
mark 20 September as Day against Torture
in Maldives. In 2003, 20 September
proved to be a turning point in the
political history of Maldives. On that
fateful day thousands of people gathered
on the streets of Male', the capital to
vent their anger and frustration over
the custodial torture/killing of a young
prisoner (Eevan Naseem) and the
subsequent shooting to death of four
unarmed prisoners who were among scores
protesting the killing.

The
Long Walk to Freedom
"You may succeed in delaying, but never in preventing the transition of South
Africa to a democracy" so wrote Nelson Mandela in The Long Walk To Freedom, And
so we seem to be in a similar junction in our beloved Maldives. By rigging the
referendum and trying to fill the hearts of our people with dismay and despair,
the Dictator has succeeded in delaying our own transition to democracy. But do
not let that fool you for one minute. Like Nelson Mandela, we must believe in
our noble path to establish a democratic Maldives. We must stand steadfast
together to lead the Maldives into the 21st century. If not for our sake, then
for the sake of our children. Struggle we must. And struggle we on.

the five star hotel the solution?
The decision of the Government of Maldives to
develop a 15-storey 200-bed tourist hotel on one
of the few remaining public open spaces on Male'
is an issue of serious concern for the residents
of Male'. Given the urban conditions, the
placement of this development in Male' is
inappropriate and will further exacerbate the
social, transport, housing and environmental
problems. The process of decision making and
execution of this project contravene existing
government policies and strategies to alleviate
the urban congestion of Male'. Based on this
assessment, it is concluded that a better choice
for the location of this development could be
found elsewhere within the Greater male' Urban
Region. This is an assessment made by a team of
local professionals.

A Malé journalist banned from parliament must be
allowed to return an international press freedom
watchdog demanded yesterday. Miadhu reporter
Lushan Saeed was banned from the Majlis when he
refused to retract an article. On 3 September MP
Mohamed Shafeeq (Sappé) was ordered to leave a
People’s Majlis session for disobeying the
speaker. Lushan reported Shafeeq was manhandled
by three guards as he tried to re-enter the
building. His article was published the same
day.

Blast from the past
The
Darker 'Not the Sunny' Side of Life in
the Maldives Eevan Naseem
was beaten to death by 12
policemen whilst serving a sentence in
Maafushi Jail 4 years ago on 19th
September. Evan's mother has been
detained several times because she
complained about the murder. Similar
incidents went unreported in Maldives
for many years prior to this incident. It's been
4 years since Evan was murdered and we are
hearing that his killers are being released by
the Maldives Dictator Gayyoom. It is time to
look back at the incidents of September 2003 and
refresh our memories. Torture and oppression
will continue unless the people take a firm
stand against it.

Naseem Killer Rumoured Free On Death Anniversary
As Maldivians held a candle lit vigil on the
fourth anniversary of the death of Evan Naseem
last night, rumours circulated that one of the
prison guards sentenced to life for his killing
is walking free in Male'. Two people claim to
have spotted Shihad Muffeed, one of eight men
found guilty of beating Evan to death in prison,
at the capital's fish market.

Expenditure Unsustainable: Asian Development
Bank
The Asian Development Bank (ADB) has predicted a
massive slowdown in growth for the Maldives
economy in a major report published on Monday.
ADB had predicted a 12% rise in Maldives’ Gross

office in Male' vandalised by thieves
Male' - Maldivian Democratic Party (MDP) head
office in Male' was broken into and vandalised
by thieves on Wednesday. According to the
secretariat, the incident occurred whilst the
office was shut between 4:30pm and 9:30pm. "They
broke in and forced open all the lockers. They
also ripped the wood off the walls and door. We
called the police immediately," Sec-Gen Hamid
confirmed. It is unclear whether this was a
random incident or a premeditated assault on
party premise by the Dictator's thugs, which
could not be ruled out considering such
incidents in the past. Premises belonging to
democracy activists and supporters have been
under attack since the movement began and recent
incidents such as that of robbery at Capital
Travel office have once again raised concerns
about the on-going lawlessness in the capital
Male'. Many believe that these incidents are
organised to create fear and unrest amongst the
public.

Popular
drummer Bongo Naseer dies
Trivandrum
- The popular drummer of Amazon Jade, Ibrahim
Naseer passed away yesterday in India after a
long battle with lung cancer. He had been in
India for just 3 weeks receiving specialist
treatment when his condition worsened yesterday.
Late Naseer is undoubtedly the best drummer in
the country, with an array of talents in style
and performance that lasted well over 3 decades
and will be sadly missed by the music industry
especially; Maldivian music will never be the
same without Naseer. He is also a very active
member of the reform movement and a member of
the Maldivian Democratic Party (MDP). Late
Naseer is expected to be buried in Trivandrum
this afternoon. Prayers for him will also be
held in Male' tonight after I'shaa prayer at
Islamic Centre. On behalf of all DO readers,
we convey our sincere condolences to family and
friends of late Naseer. May he rest in peace.

Someone with an e-mail address at Wal-Mart
changed "Wages at Wal-Mart are about 20 percent
less than other retail stores" to "The average
wage at Wal-Mart is almost double the federal
minimum wage." A person traced back to PepsiCo
removed several paragraphs about the health
effects of drinking the soda. A State Farm IP
address deleted references to lawsuits related
to Hurricane Katrina. And the PR firm Hill &
Knowlton, hired by the "repressive government of
the Maldives, removed information on the lack of
independent news outlets, election rigging and
the imprisonment of political activists in the
Maldives," the scanner report says.

Shop Sells Endangered Coral
A Government-owned craft shop is selling
jewellery made from an endangered species,
despite passing legislation that bans its
exploitation. Black coral could become extinct
unless trade is strictly regulated, according to
Appendix II of the International Convention on
the International Trade in Endangered Species
(CITES.) And its exploitation is banned under
Maldives legislation passed in January 1995.

On Dec. 1, the 68-villa Beach House at Manafaru
Maldives is scheduled to open on a 35-acre
island in the northern Maldives. The development
takes up 11 percent of the island (38 villas are

Referendum
fraud case accepted by court
Male' - The case of referendum fraud submitted
by Ali Sawad of S. Feydhoo has finally been
accepted by the courts yesterday. "Initially
they refused again but I called the Minister and
a few minutes later the court called me and it
was accepted", explained Sawad. This is the
first of the many such cases which are being
filed in the courts to prove that the August
18th referendum results were heavily rigged by
Dictator Gayyoom. Sawad's case is about
irregularities with voting procedures in his
Atoll which he personally witnessed. Gayyoom's
courts initially refused to accept any cases
relating to the referendum but the new Justice
Minister Muizzu appears to be a much more open
minded person who is unwilling to bend the law
to please his master.

Estrada
gets life for corruption
Former Philippine President Joseph Estrada has been found guilty of
corruption and jailed for life.
The former film star was accused of embezzling about $80m (£42m) before he
was forced from office in an army-backed revolt in 2001. Estrada denounced
the verdict as a "political move" and said he had been tried in a "kangaroo
court".

Maldives Luxury Hotels On The Baa Atoll
The Baa Atoll is made up of 50 islands and is south of the Raa Atoll, and
north of the Male Atoll. It is around 130 Km northwest of the airport, and
is home to around 5 resorts, which were uninhabited but have now been
converted to quality hotels. The Baa atoll is normally reached from
the airport by seaplanes and speedboats. It's a long way on a speedboat so a
seaplane flight is the recommended way.

chase to catch the vote rigger
In various stages
of the August 18th public referendum to decide
the governing pursuant system, numerous number
of unacceptable activities were carried out,
against the regulations passed out by the
People's Special Majlis, regarding the
referendum. The 11 member committee, formed by
the Special Majlis to oversee the referendum,
was unable to agree on the validity of the
referendum results. The Majlis debate on 26th
August on the issue on the demands of a petition
by 25 members was concluded without reaching a
decision.

and her neighbors: Problems of omission and commission
It is said that you can choose your friends but not your relatives. In the
same way, a country can choose its allies but it cannot choose its neighbors.
And like in the former example it is not the ties of blood that make or
break the relationship, it is the sins of omission and commission. Modern
India has had a long and checkered history with all its South Asian
neighbors. It is unique in the sense that India is the only South Asian
country which shares a border with almost every other country in the region,
the only exceptions being Afghanistan and the island state of Maldives.
