Commonwealth experts to
observe elections in Maldives
London, Dec 23 (PTI)
A five-member team of Commonwealth Democracy experts,
including India's Dr Jayaprakash Narayan, has been
appointed as observers for the Maldives Parliamentary
Elections scheduled this month end.
Narayan is the Campaign Co-ordinator, Lok Satta
(Foundation for Democratic Reforms) in India.
The team which begins work today will be led by Cassam
Uteem, former President of Mauritius. Other members are
Andy Becker, Electoral Commissioner, Australia, Mahi
Choudhury, MP, Bangladesh and Jim Fitzpatrick, MP,
United Kingdom.
It will be assisted by a staff support team of three led
by Syed Sharfuddin, Special Adviser in the Political
Affairs Division of the Commonwealth Secretariat.
The team will be in Maldives till January 6, 2005. Its
members have been invited in their individual
capacities, a Commonwealth release said today.
The experts will be briefed in Male, by the Commissioner
of Elections, election candidates, representatives of
civil society, Commonwealth diplomats and other election
observers.
It has been asked by the Commonwealth Secretary General
Don McKinnon to observe preparations, the polling,
counting and results process and overall electoral
environment.
The decision to send team to observe polling scheduled
on New Year eve follows an invitation from Maldives
government.
It will report to the Commonwealth Secretary-General,
who will send the report to the Government, Commissioner
of Elections, other interested parties in the Maldives
and Commonwealth Governments, before making it public.

Gayyoom's Palace expansion
and increased security is the no.1 priority in the
country, the rest is for the first and second phases of
Vision 2020
Gayyoom's
multimillion dollar palace which cost the Maldivians
approximately 50 million dollars and an estimated $10
million a year to maintain and run, is to be expanded in
order to increase the security and its grandeur. The STO
Headquarters in the bad of the block is to be evacuated
and converted. STO staff have been given notice to move
before the end of the year. It is widely beleieved that
Gayyoom wants to take the next block which is the local
market so the palace can be accessed by sea. There is
nothing we can do but watch as he takes over the whole
of the area. Even house blocks around the palace have
been taken over by Gayyoom without much of a choice to
the owners. These blocks are used for generating
freshwater as well as to house his cars and accommodate
palace workers and some staff. Gayyoom also wants to
remove the old Bandaara Miskiy which also takes a corner
of the palace block. Mosques or nothing for that matter
is important when it come to his security,
traditionally. An estimated 14% of the 2005 Budget
has been set aside for Gayyoom's security, which is more
than 50 million dollars. DO we really need this guy to
be living of benefit from the state at the expense of
basic human rights and public service. We need a leader
who is cheaper to maintain and more effective in his job
rather than someone who employs his family and friends
and kills those who oppose him.

Murder
in Maldives Resort
A Maldivian worker in
Reethi Rah Resort which is being redeveloped has been
murdered. Eye witness have confirmed that the body of
the man was badly bruised so he is likely to have been
beaten to death. We are currently waiting for more
information. Gayyoom was alerted by Mr. Abdulla Shahid
who was there and police came to the cemetery and
quickly buried the body according to 'traditions'.

Maseeh campaign capsizing
in Fuah Mulah election currents
Until 2003, dozens of people had drowned entering the
shores of Fuah Mulah. There are strong currents in the
area and since the place wasn't dredged, people had to
come ashore using a miniboat called a bokkura.
This small craft wasn't able to withstand the currents
and would often capsize. This incidents were fatal on
many occasions. For the ruling Kaaminee and
Endherimaage clans, landing in Fuah Mulah was a much
safer experience. A larger than normal bokkura
would be sent by the atoll chief to the official boat
and NSS officers manned the sides the bokkura
while the lifejacket-clad elite sat securely in the
middle.

2005 Brief Review
National Budget for 2005 'rubber stamped' by majlis
today - did anyone know about it?
Yesterday a
parliament
session was announced which has turned out to be a
ceremony to 'rubber stamp' the 2005 Maldives budget.
Many of those who attend budget sessions regularly were
not there today because they had no prior indication
that this was the budget session. 'The budget speech was
delivered today by Finance Minister Jaleel, so it was
not important,' said a regular attendant to sessions.
'In Maldives it is not the content of the budget that
matters but the face and mightiness of God King
Gayyoom,' he added. When Gayyoom finishes the speech,
his brother Hameed praises him for the way he orates and
thanks the president for giving him and the members the
privilege of listening to him read out the budget.
Sometimes Hameed goes on to say that the Parliament hall
is much brighter today because of his Excellency's
presence.

Maldives: a mini Ukraine in the making?

If
India does not sit up and take notice and bestir itself
in support of democracy, it may in the long-term find
its influence in the country slowly undermined just as
Russia finds its influence in Ukraine facing the threat
of being undermined because of its failure to take
timely notice of the democratic aspirations of its
people. The same Western elements, which played a
role in stirring up trouble for Russia in Ukraine by
taking advantage of the democratic aspirations of the
people, are seeking to play a role in the Maldives in
order to facilitate its transition to democracy. There
is no reason to believe that their objective is to
undermine the Indian influence in the Maldives, but the
end result will be the same if India fails to play the
leadership role in ensuring that the genuine democracy
promised by Gayoom is not once again reduced to a farce.
If democracy ultimately comes to the Maldives as a
result of the support of Western elements with India
being merely a silent spectator, it may not do any good
to India's image with the new dispensation.

Mohamed Shihab is more qualified and capable to be the
President of Maldives than Gayyoom
If public opinion
is anything to go by, Mohamed Shihab is set to win a
landslide majority in the the upcoming parliamentary
elections. He is standing for Male' seat and the public
are certain to accord him the honour of representing
them in the parliament. However, a wild smear campaign
has been launched by the government candidates against
Shihab with the blessings of Gayyoom, in order to
tarnish Shihab's image. Nevertheless, these efforts are
seen by the great majority of Male' people as shear
desperation by Gayyoom to cling on to power.

Freedom in the Maldives'-The people of Salisbury show
there support in a protest on Saturday
On Saturday the people of
Salisbury joined Maldivians living in exile in a
significant display of support for the struggle for Free
and Fair elections and an end to oppression in the
Maldives. Friends of Maldives, based in Salisbury have
been raising awareness of the abuse of power in the
country over the past year. A considerable crowd of
supporters attended the demonstration at The Guildhall
to express their concern for the lack of real reforms
promised by the government in July this year.

Three months solitary without charge - Ilyas Hussein in
Dhoonidhoo jail
I was locked in the cell until 9 November 2004 and then
placed under house detention. Being locked up in these
cells inflicted physical and psychological harm. You can
only understand it if you are locked in there. Some
people held in these cells began to rave like lunatics.
The intention was to drive them insane or at least
inflict some harm on their minds.

Confirmed report from NSS
informants say that Sheikh Fareed is still being
tortured and kept in solitary confinement. Eyewitnesses
confirm that he cannot walk without aid and has
prostrate injuries. 'If they treat him like this he will
not come out of jail alive,' said the informant.
Earlier this year, Gayyoom
accused Fareed of being a terrorist but his sentence was
quickly passed in a grossly unfair trial without a
defence lawyer, while he was being detained for taking
part in the Black Friday 13 August demonstration.
Fareed is not a terrorist but is on the top of Gayyoom's
Most Hated Maldivians list for being a better Islamic
preacher than he is.
The DO chief editor
personally called Fareed on 12 August and asked him to
participate in the demonstration to free the reformists.
Organisations such as Amnesty International are aware of
Fareed's situation and the truth behind his arrest and
previous detentions as well.

Gayyoom against this young man who has earned the
respect and admiration of thousands of Maldives.
Justice will catch up with
Gayyoom no matter how hard he tries to escape and how
much he lies to himself and the world. Fareed's other
close associates, Abdul Rasheed (Abusy) and Waleed, and
Fauzee are also still in detention.

How
should the vote be counted in 'free and fair' elections?
If Gayyoom was true to his word and wants to conduct a
fair election, he should put in place proper mechanisms
and transparent measures in counting the votes and
announcing the results. However, he is turning a deaf
year to the call for such measures, including counting
votes in islands rather than ballot boxes being
transported to Male' for counting. This is one of the
many reasons why no one believes that Gayyoom intends to
let the people of Maldives decide their own fate; his
will is above all aspirations of the people and is the
law of the land. He intends to carry on with his
oppressive rule by using the parliament as a rubber
stamp institute which makes his rule 'look' legitimate.

Samarey campaign in
Haa Alif gets tough
Samarubuloo Ibrahim Manik (Samarey) is campaigning hard
to retain his seat in the parliament. Unlike other
candidates, he has complete access to government funds
and public buildings. He is believed to be mixing his
ministerial powers with that of a candidate for the
parliamentary seat.
Reports also confirm that
he has told all the island chiefs that unless he is the
no.1 winner of the two seats, there will be
repercussions for the atoll and loss of government aid.
As Youth and Sports
Minister, brother-in-law of Gayyoom and media
controller, Samarey commands lot of influence in the
country.
Women of the island are
also wary about his presence in the atoll.
According to public
opinion, Samarey will come last in this election but
they are very sceptical that their democratic rights
will not be recognised and the votes will be rigged. The
campaign is just an act, they know that people like
Samarey will be in the parliament because results will
be twisted in their favour. The people will not yield
easily this year and will demand the votes to be counted
in the islands and not taken to Male' for counting. If
Gayyoom wants this election to be free and fair, what is
stopping him from arranging the votes to be counted on
the atolls in respective islands.

Oriental Academics
Centre denied permission to hold a public gathering
OAC is a non-governmental organisation promoting social
and political awareness in the Maldives and organising
conferences and public gatherings. After the
self-acclaimed reform speech by Gayyoom in June, OAC was
given permission to hold public reform debates but these
were later banned because Gayyoom could not digest that
public opinion was very much against him and people were
calling for his resignation.
As the country is to go to the polls to elect a
42-member majlis (legislative parliament), it is vital
that the public are allowed to engage in debates and
discussions. OAC requested permission to hold such a
public gathering but the Home Ministry refused, despite
the constitutional guarantee to Maldivians of freedom of
assembly and expression.
The
letter from the Home Ministry said that permission
was given for public debates on constitutional reform
until the Special majlis meetings commenced, and hence
the ministry cannot permit any such gatherings now.

Gayyoom planning
assassinations and resort 'terrorist' incident to
maintain rule after elections

The NSS has been asked by Gayyoom to assassinate leading
dissidents living overseas. New recruits are being
trained and sent overseas as students to Colombo, London
and USA in the coming weeks. Their orders will be to
poison or physically harm the reformists if possible.
The Maldives consulates in these countries will help the
NSS agents and arrange for their return to Maldives.
Gayyoom believes the reformists are planning
demonstrations just after the elections on New Year Eve.
Gayyoom is also asking the NSS to prepare for a staged
kidnapping of western tourists in a resort, the incident
will be used to justify increased suppression and use of
firearms on civilians.

Ibrahim Luthfee's condemnation of his uncles Hiyalee
Rasheed and Musthafa Luthfee, who are both Gayyoom
candidates for the Addu majlis seats, continues to
strike a chord with the people of the atoll. The large
Luthfee family is influential on several Addu islands.
Ibrahim Luthfee, the editor of Sandhaanu, condemned his
uncles for representing and supporting the Gayyoom
regime's neglect of Addu. A German LTU company offer to
set up an aircraft repair workshop was refused, and a
1990 Japanese offer for a 50 year lease to develop
Viligili island (adjacent to Gan) into a resort was also
rejected by Gayyoom without logical explanation. Gayyoom
has made promises to Addu people and never kept them,
says Ibrahim Luthfee.
Ibrahim Luthfee said his uncles are representing a
regime that has deliberately kept the atoll in an
under-developed condition.
Develop the south of Maldives for the good of the
country

4,000? The government is expected to provide every

Abdul
Azeez Yousuf withdraws from Noonu Atoll race
Mr. Azeez, deputy Home
minister and former ambassador to Sri Lanka and India,
who was contesting for a seat in Noonu atoll has
withdrawn from the race giving reason as 'too much
pressure'. Mr. and Mrs Azeez are currently is Singapore
and are expected to return to Maldives only after the
elections.
DO received
information that his resignation is due to a combination
of pressure and few thousand dollars paid to him by
Yameen and his supporters. Gayyoom's brother Yameen
likes to get elected by default after pressuring other
candidates to withdraw their candidacy, as was the case
when Yameen won by default in 1999.
Island chiefs and other
officials are threatening the public in the Noonu
electorate, saying unless Yameen is elected as the no.1
candidate, the whole atoll will suffer a lot because
government funding will be cut off and the atoll will be
financially neglected.

Mohamed Nasheed of H. Fohdhooge withdraws from Male'
race and backs Maldivian Democratic Party
Nasheed issued the following statement regarding the
withdrawal of his candidacy.
'In view of the fact that the Maldivian Democratic Party
has endorsed Ibrahim Ismail MP and Mohamed Shihab MP as
candidates for both seats of Male' in the forthcoming
parliamentary elections, and given that the decision to
endorse the candidates followed agreement among the
MDP's fifteen member council, which was elected by party
members in February 2004 to direct policy of the party,
I feel that I as a person who respects the decisions of
the party should also endorse the party candidates and
therefore have decided to withdraw my name from the
candidacy list for the Male' seat.
I further thank all my supporters for the valuable work
done for my campaign and urge them to also back the
candidates supported by the MDP.' The statement was made

UN General Assembly gives
observer status to SAARC
United Nations General Assembly has accorded observer
status to South Asian Association for Regional
Cooperation SAARC on 16th Dec. 2004, by a resolution
adopted by acclamation.
The 7 SAARC nations will
now have a greater opportunity to cooperate with UN
organisation. Furthermore, this will enhance the
possibility of improving relations with SAARC countries
and the wider international community.
For Maldives, this is also
a great opportunity to communicate with UN organisation
in dealing with her problems. As a member of SAARC this
will also be another reason to call for greater
democracy and freedom and respect for human rights in
the country.
The observer status with
the UN will also enable SAARC to attend sessions of the
UN General Assembly and its main committees, other
meetings of the Economic and Social Council and those
organised under the auspices of the UN system, and to
present a common position at the UN system.

Dhivehi reports tell of government intimidation and NSS
assaults during election campaign
Reports in Dhivehi published by this website tell of
increasing efforts by Gayyoom to control voters in the
atolls and Male'. Food is being cut to MDP supporters
in Addu, and the party's workers have received death
threats in Feydhoo island, 200 metres north of the NSS
southern command headquarters at Gan in Addu atoll.
People campaigning for Hithadhoo's Mohamed Aslam are
being threatened with arrest after the election.
Ibrahim Luthfee, editor of the influential Sandhaanu
newsletter, is urging Addu people in his newsletter and
on Minivan radio, not to vote for his uncles Hiyalee and
Musthafa in the majlis elections on 31 December.
Meanwhile a Thinadhoo island family from Huvadhu atoll,
renting in Male', claim they were raided by seven NSS
officers led by Abdullah Riyaz who stormed into the
house at 15 mins past midnight when the family was
asleep. The NSS said they were searching for a mobile
phone microchip that they claimed was used in the house
to send phoned threats to high government officials.
While three men from the family were held at the police
station, women were stripped naked at the house and
searched between the legs. No microchip was found, but
the NSS stole US$100 in cash from a bedroom drawer.
When Abdullah Riyaz was asked to justify the NSS
actions, he replied that President Gayyoom is the law
and the NSS is not going to allow people the opportunity
to hide things.

Gayyoom wanted to create a personal presidential guard
to suppress human development in Maldives and act as a
politicised military force maintaining his control
regardless of criticism from ministers, the judiciary or
bureaucracy who had traditionally shared power with
kings and queens. Gayyoom's new NSS would swear
allegiance to the president alone, not the Dhivehi
state. It could act in a wide range of roles, from
religious police to enforcers for businessmen; its
operations were above scrutiny by the courts or the
majlis.
