but they are scared; Is an armed struggle the solution?

Mr. Qasim Ibrahim has
been in solitary confinement since August 13th, 2004. He participated in
a pro-reform demonstration with thousands of Maldivians. Mr. Qasim is a
people's person and a Member of the Parliament. He is now admitted to
the hospital suffering from breathing difficulties and depression. Mr.
Qasim suffers from acute
Bronchoconstriction, which can
be triggered by emotional upsets, dust and lack of clean air. He
underwent major surgery in Germany
about a year ago. Gayyoom is fully aware of this
as Gayyoom personally called Qasim when he returned from Germany after
surgery.

Qasim is still in the Hospital in Male'
Male'-
DO would like to apologise to all its readers that the
news of last night was a false alarm. An eye witness
informed DO that he was transferred to Jail. A full
cardiac setup with equipment has been transferred to
Jail which was assumed falsely by our informant in the
Police. Readers must note that Police was trying very
hard to take him back to jail so that they don't have to
be on high alert near the hospital. However, reports are
coming that Qasim is still undergoing treatment in IGMH
Hospital and he is in Room No. 58. All the arrangements
were made to transfer him to Jail but doctors did
not approve. Qasim is in critical but stable condition
now. Readers must appreciate that it is extremely
difficult to get information from Male' and especially
from inside the hospital and the Police force. This
important news is not reported in the local press at
all. It is a covert operation in the interest of
national security and public safety as far as the
authorities are concerned.

Hysterical reaction on the reaction to the report by
Maldives Human Rights Commission
Since the
publication of the report by Human Rights Commission of
the Maldives on detainees held by the government in
connection with the gathering held in Male on 13
August2004, the commission has received more criticism
than perhaps the current government has ever received
during its 25 year rule. The constant barrage of
criticism the commission has witnessed since the
publication of its report on detainees shows the danger
and risk associates with the cause of democracy, rule of
law in places and countries where it is rarely heard or
is grossly misunderstood.

Respected
businessman, philanthropist and founding Maldivian Democratic Party
member Qasim Ibrahim is
seriously ill in hospital today with reported breathing difficulties
and an irregular heart beat. His condition is said to be serious.
Qasim was taken to the
Indira Gandhi Memorial Hospital in Male' yesterday evening from his
isolation cell in Feydhoo Finolhu detention centre. He has been held
there -without charge- following the 12/13th August

Office raided by police
Male'- 04:30 am - Qasim Ibrahim's Villa Shipping and
Trading Company head office is being raided since 4:30
this afternoon. They are apparently going through all
the paperwork in the building. Previous raids were
conducted on the premises but this one appears to be a
lengthy and a more thorough one according to the
informant. The Police came in plain clothes and entered
the premise by force.

People are very

Confirmed reports say that Qasim Ibrahim has been
admitted to Indhira Gandhi Memorial Hospital in Male'
today. He is reportedly having breathing difficulties.
Mr. Qasim and others have now been in custody for over
40 days now.
Reports are coming that people are going to the hospital
now. He is in Room number 2.
Qasim Ibrahim suffers from acute allergy to dust and
falls in when he has to inhale polluted and dusty air.
Furthermore,
Bronchoconstriction can also be
triggered by emotional upsets. He

about a year ago. Gayyoom is very
much aware of this but still continues to keep him in
detention.
Mr. Qasim is one of the most generous and respected
figures in Maldives. He is also a members of the Special
Majlis.
"Gayyoom, please be warned that you are inviting anger
and violence" said a local man.
Reports say that crowd is getting bigger near the
hospital and that the Police is not allowing even Qasim's family to see him.

even beat them
During the last few days
there has been much criticism of the Maldives Foreign
Ministry both in pro-government sites and dissident
sites. I feel that much of this is unfair, as there
really is not a lot that either Fathuhulla Jameel or any
one else for that matter can do to positively advocate
for the government of Maldives when most its actions are
devious and against all international norms of

"Inhuman acts" toward prisoners in Maldives, commission finds

Prisoners detained
following the August 12-13 incidents suffer "inhuman acts," revealed an
investigation by the Human Rights Commission of the Maldives. The
commission said it launched an investigation "by sending members of the
commission to Maafushi Jail and Dhoonidhoo Jail on August 23" to
determine the condition of the prisoners. The commission said its
members were granted access to 19 prisoners (of the 59 detained) at
Dhoonidhoo Jail and 21 at Maafushi Jail.

Police illegally enter ADK Nashid's Fisheries Complex
Maldives police on Tuesday night
illegally entered ADK Nashid's fisheries complex in
Maandhoo, Laamu Atoll. ADK Nashid, the owner of the
complex, was recently taken into police custody but has
now been released without charges. When staff at his
fisheries complex refused police keys to drawers inside
the office, the officers reportedly broke the locks.

Home Minister Ismail Shafeeu
yesterday joined the Gayyoom bandwagon of lying
ministers. A press statement from his ministry claimed
that detainees were provided with life-vests as they
were transported across the sea to their respective

Flouting international
law, the Maldivian Government justifies torture
The Maldivian Home Ministry admitted for
the first time on Tuesday (21st Sept) that
the National Security Services (NSS) in the Maldives
used "handcuffing" and "blindfolding" during arrests
made after the 12/13th August pro-democracy
protest. The Home Ministry, speaking on state-run TV in
the Maldives, also admitted that some detainees have
suffered "minor injuries".
The report of the Maldives Human
Rights Commission has been substantiated by Amnesty
International. In an appeal dated the 20th
September, Amnesty stated that: "One
detainee was reportedly thrown down the stairs while
being arrested at his home. Another detainee was
reportedly chased by police to a harbour where he was
beaten so severely that he fell into the sea. A witness
reports that while the detainee was in the water, the
police continued to throw projectiles at him. When they
eventually brought him out of the water, police
continued to beat him as they took him away."

locking up and detaining the most respected reformist
Gayyoom hopes to eliminate opposition to his rule and
have a free hand in amending the constitution. The
European Union referred to them as 'the democratic
future' of the Maldives. This abuse of power by Gayyoom
has been strongly condemned by regional governments as
well as international organisations. Maldives might be
small but it is a member of the global community. Her
people also deserve liberty and freedom; a right to an
affluent life.

constitution of the Maldives to be upheld |

In a historic move of defiance to uphold
the constitution of the Country, 23 Member of the Parliament walked out
from today's' assembly.
Pro-reformists who are openly advocating
pluralistic democracy in the Maldives demanded that the election of the
President and Vice-President (as per clause 97 of the Constitution of
the Maldives) be conducted according to Clause 133 by a secret ballot.
These clauses clearly state that it will be unconstitutional to conduct
any election in any other method. However, in total disregard for the
constitution of the country, Mr. Abdullah Hameed, the temporary
President of today's assembly said "it does not matter, we have
traditionally done this by raising hand and that is how we will conduct
it today as well".

Gayyoom has ordered the arrest of key reformists in the Maldives who
have been promoting pluralistic democracy. Unlike before, this time the
government has written to foreign embassies around the world informing
them that the Government of Maldives has no other choice but to arrest
and restrain the reformists, who they are labeling as terrorists, and
alleging that they are plotting to overthrow him and inciting violence.
If anyone is inciting violence in the Maldives it is the National
Security Service which takes orders directly from Gayyoom.

Vote of NO CONFIDENCE for the President!
Under no circumstance the President can establish that
the events of the 12th and 13th August was a civil
unrest which threatened the security of the country. The
barbaric reaction of the President has also been
described by the European Union as "a disproportionate

real impact of EU sanctions on the Maldives
There have been a number of statements made by the
Maldivian government and a number of concerns expressed
by Maldivian citizens after the sanctions resolution in
the European Parliament last week (16th
Sept.). One the one hand, Gayyoom is attempting to play
down the significance of the European Parliament's
resolution (we won't even bother commenting on Gayyoom's
ridiculous statement about "Zionists and Christians". On
the other hand, many Maldivians are worried that they

enforced arbitrarily. It lacks the teeth that turn a

action needed from Resort Workers

Gayyoom's illicit operations continues
with more arrests today

Owner Nashid was arrested today
Male' - Confirmed reports say that ADK Hospital’s owner,
Mr. Nashid was taken to the police today. His office and
house were searched and police took things such as
computer and mobile phone, which have been confiscated.
He was questioned about whether he went to the 12/13th
August demonstration and whether or not he funded Ahmed
Athif, Male’ member for the constitutional assembly, who
is a senior staff at ADK Hospital in Male'.
Mr. Nashid is a close associate of Qasim Ibrahim and a
moderate person. He was taken to police two years ago
for trying to become members of Amnesty International.
In that incident he was detained for a few days along
with Qasim Ibrahim and Hassan Zahir (Rado). Mr. Nashid
is a noted person and many believe that Dhivehi Observer
is funded by him, as DO Editor in Chief was a former
board member of Horizon Fisheries Private Limited in
Maldives of which Mr. Nashid is the Chairman.

Majlis Member Ibrahim Shareef Arrested today
Male' - Another reformist MP who walked out of
the first session of the constitutional assembly
on 19th July 2004 was arrested today
bringing the number of MPs in custody to 12.
This is further indication that Gayyoom is
completely paranoid with opposition MPs and
reformists in general. He cannot stand criticism
at all. Hon. Ibrahim Shareef is the Special
Majlis Member for Male' Atoll and a popular
journalist.
Mr. Adnan of ThabahGe arrested today
Male'
- Adnan has been taken into custody. He had been
in an island since the Black Friday incident and
came back to Male’ today. He was a vocal
protestor on Black Friday demonstration and
spoke to the crown with the megaphone. A crime
most probably will be punishable by death or
stoning.

Protest in Maafushi Jail
Reports of fire and jail breakout was
confirmed by a prison official last night. Protests were
held in Maafushi prison to remember the the brutal
murder of Evan Naseem the same day last year. Dozens of
police in riot gear beat up several inmates and quelled
the protest. There are reports that a number of inmates
are seriously injured, some with broken limbs. The
Police is refusing to bring them to Male' for treatment
fearing that things may go out of control like last

September 2003 and its
relation to the fight for democracy in the Maldives
Evan Naseem was serving a
sentence in Maafushi Jail for the use of drugs. Some disturbances took place
in the jail and Evan Naseem was blamed for this. Evan was taken to the RANGE
(the torture chamber) and beaten to death by more than 12 policemen. Evan
died because his lungs collapsed after his chest bones fractured and pierced
his lungs. This sad incident happened exactly a year ago on 19th September
2003.
