including the capital island. International calls from
Male' is conducted via the operators. This is not time
to market tourism but to save as many lives as possible.
Despite early warnings and reports of the earthquake,
many believe that government did not do enough to warn

situation. Although a natural disaster, there are
logistical things that should be in place. This will hit
hard on our economy. Gayyoom has been more keen to

and look after his people. Sappe', you should call for

only a military
guard for its dictator.

Earthquakes are not
uncommon to the Indian Ocean region where Maldives is. A
strong earthquake shook Maldives on July 16th, 2003 as
reported in Associated Press.
[July 16, 2003 - NEW
DELHI, India (AP) - A strong earthquake in the
Indian Ocean shook buildings in the Maldives on
Wednesday, but there was no immediate report of any
damage or casualties in the low-lying island nation,
officials said.
The Indian Meteorology Department in New Delhi said
the quake's magnitude was 7.6.
A Maldives government official said the epicenter
was about 90 miles off nation's the southernmost
island.
No unusually high tides have been reported, the
official said on condition of anonymity.
Earthquakes
in the ocean can cause dangerous high tides or even
tsunami in the Maldives, an archipelago of low-lying
islands slowly sinking into the ocean, some 745
miles off the southern tip of India.]

1999 August 29, Carlsberg Ridge, MW 5.8 00:46 UTC,
65.71°E, 3.10°N, shallow depth [QED] (Sunday, August
29 at 05:46 am Maldives time). This earthquake was on
the Carlsberg Ridge in the north-western Indian
Ocean, about 840 km west of Male, Maldives.
This earthquake
occurred on the Carlsberg Ridge, a mid-ocean ridge
system that is located in the Arabian sea between
India and Northern Africa. The ridge marks the
boundary between the Indian and African plates and
near the epicenter the Indian plate is moving away
from the African Plate at a rate of 33 mm/yr in a
northeasterly direction. The Carlsberg Ridge is a
slow-spreading ridge with rough topography and a
depth that varies from 1700-4400 meters.
Mid-ocean ridges are divergent plate boundaries,
where two tectonic plates move apart from each
other. New oceanic crust is formed as magma rises up
between the two diverging plates. Active spreading
ridges are offset by zones known as transform
faults, where plates slide horizontally past each
other neither destroying or forming crust. This
gives the plate boundary a zig-zag pattern. Ocean
ridges represent the longest, linear uplifted
features of the earth's surface and are marked by a
belt of shallow earthquakes. Earthquakes can be
caused by the release of tensional stress in the
uplifted ridge or by the horizontal movement of
plates along the transform faults.
Latest : Few earthquakes
have been reported in Indian Ocean region,
such as in Andaman Island. The shock felt in the
Maldives might sourced to anyone of these.
In addition, JAKARTA
(Reuters) - A strong earthquake measuring 6.4 on the
Richter scale has shaken Indonesia's Sumatra island,
causing deadly flash floods, toppling several homes in
restive Aceh province and causing widespread panic,
officials and media reported.

Villivaru
and Biyaadhoo management to be assigned to Athamaa
Ibrahim Didi and Sunland for 6 months
Local news say that
Sunland and Athamaa Ibrahim Didi will be assigned the
management of these two disputed resorts in order to
avoid the staff loosing the jobs. DO has recently
highlighted the complaints by the very people working in
the islands.
However, this arrangement
of a temporary lease of the two islands for a perioud of
6 months is quite unique and highly unprofessional. It
remains to be seen whether either party will accept this
arrangement as it will be highly costly if they have to
handover the resorts back to Gayyoom after this period.
It is believed that Gayyoom was forced to do this to try
and improve his diminishing popularity, especially
amongst the people of Addu.

Aslam leading the polls in
Addu says fans
Despite harassment and
intimidation by government Aslam's supporters are
confident of a landslide victory for their candidate.
Addu women also have
opened an office to support Aslam. Aslam's supporters
have offices in each island and in Male' as well. On
24th, Aslam came to Male' to meet with his many
supporters in who live in Male' and work in nearby
resort island.
Some resort owners like
DIMMS Salih and Universal group are forcing the Addu
staff to vote for the Dr. Mustafa Luthfy, the Tourism
Minister because they want favour from him. This is a
general trend in amongst corrupt businessmen in the
Maldives who appease this government for their own
benefit. The popular view however is that despite
pressure from the owners, Addu workers are
overwhelmingly in support of Aslam and Shareef, because
they are the most democratic and honest people who Addu
people believe can deliver them a better life.
On popular demand by Addu
readers of Dhivehi Observer, we are happy to dedicate

Book Review
'Freedom of Religion in Islam'
Editorial
Reviews - Debate
on freedom of
religion as a human
right takes place not only in the Western world but also
in Muslim communities throughout the world. For Muslims
concerned for this freedom, one of the major
difficulties is the 'punishment for apostasy' - death
for those who desert Islam. This book argues that the
law of apostasy and its punishment by death in Islamic
law is untenable in the modern period. Apostasy
conflicts with a variety of foundation texts of Islam
and with the current ethos of human rights, in
particular the freedom to choose one's religion.
Demonstrating the early development of the law of
apostasy as largely a religio-political tool, the
authors show the diversity of opinion among early
Muslims on the punishment, highlighting the substantial
ambiguities about what constitutes apostasy, the
problematic nature of some of the key textual evidence
on which the punishment of apostasy is based, and the
neglect of a vast amount of clear Qur'anic texts in
favour of freedom of religion in the construction of the
law of apostasy. Examining the significant challenges
the punishment of apostasy faces in the modern period
inside and outside Muslim communities - exploring in
particular how apostasy and its punishment is dealt with
in a multi-religious Muslim majority country, Malaysia,
and the challenges and difficulties it faces there - the
authors discuss arguments by prominent Muslims today for
an absolute freedom of religion and for discarding the
punishment of apostasy.

in honour of their services to the public, in
encouragement of such services, in recognition of
earning a good name for their country and for a
commendable work of children's fiction. Each of these

Appreciation and Expectation - the saga of
Gayyoom's corruption
Mistakenly,
most of the people of Maldives breathed a sigh of
relief when Gayyoom came to power. As Sandhaanu
editor
Ibrahim Luthfee said in his speech on Minivan
radio, the people of all islands welcomed Gayyoom with
flowers! The people prepared in advance for
Gayyoom's arrival and everyone flocked to the streets to greet their new president.

Gayyoom accuses France of
anti-semitism and foreign interference in internal
affairs as pretext for occupation
In a televised speech to mark the Republic Day, Gayyoom accused France of
anti-Arab behaviour, referring
to the banning of the satellite TV channel of Lebanon. Gayyoom's
reference was an attempt to justify his oppressive methods such as total control of media and banning of dissident websites and imprisoning journalists
and government critics.

Vote
rigging Gayyoom-style
The main times when fraud is scheduled to occur, are:
Transportation of ballot boxes by air or the NSS coast guard
The recent exposure by Shuaib of the faulty hinge pins fitted to the ballot boxes gives an indication of Gayyoom's blatant rigging methods. Ballots already prepared in Male' are used by Gayyoom to replace islanders' votes. The faulty lock makes it easy.
Storage area in Male'
The Commissioner had stated that in Male' the ballot boxes' storage area cannot be accessed and they are sealed with tamper-evident tape. This will be the perfect opportunity to interfere with the votes because the boxes from both Male' and the atolls will be placed there. A tamper-proof tape can easily replaced by the same people who applied the original tape.

Academic turns city into a social experiment
- Mayor Mockus of Bogota and his spectacularly applied theory
Harvard
University Gazette
archives
The fact that he was seen as an unusual leader gave the new mayor the opportunity to try extraordinary things, such as hiring 420 mimes to control traffic in
Bogota's chaotic and dangerous streets. He launched a
'Night for Women' and asked the city's men to stay home in the evening and care for the children; 700,000 women went out on the first of three nights that Mockus dedicated to them.
