Hamdhoon Hameed
doing the dirty with a girl from Planning Ministry at
Four Seasons Presidential Suite, Singapore
Confirmed reports from Singapore - Hameed's son and
Gayoom's nephews, the planning minister Hamdhoon Hameed
is supposed to be looking after his father in Singapore
who is critically ill as reported earlier. DO reporter
has cited the movements of Hamdhoon today and it is
confirmed that he is staying in Four Seasons Hotel,
Singapore in the Presidential Suite accompanied by his
favourite staff from Planning Ministry. We are trying to

The Maldivian Foreign
Minister F Jameel is reportedly recovering in Intensive
Care Unit now after his heart by-pass operation. Many
Maldivians were hoping and praying that he will not wake
up but it seems like he has more days in him to spit at
Maldivians. He is expected to be moved to recovery room
tomorrow. Gayyoom is very happy, obviously. "It would
have been nice to bury one of them!" said a local by
email referring to this news which is being kept very
low key in Maldives.

Gayyoom's
brother Abdulla Hameed tested HIV Positive and is
reported to be critically ill
Unconfirmed reports from Singapore say that Abdulla
Hameed has fallen ill and that is why his family is now
joining him there. Hamdhoon Hameed is already in
Singapore. The source also reports that Hameed has been
tested for Aids and the result is positive. This is one
of the reasons why Gayyoom has decided to sideline him,
so he can spend the last days of his life with friends
and family.
This is very bad news for Hussain Manik Dhon Manik and
several other staff of Ministry of Atoll Administration,
including most of the Katheebs and Atoll Chiefs.
Abdulla Hameed is a regular visitor to Sri Lanka and
Singapore where he takes young boys and sometimes brings
lady boys to his hotel room for fun and sex. It is now
safe to assume that his bi-sexual lifestyle is finally
at its last stage.

The budgets presented and approved by the parliament
must be in more detail than they are at present. The
general public is now more aware of their role and share
in the government in their name, of course. There is a
government because people want it to serve them. There
is no government on its own right. When the people want

Gayyoom purchasing an electronic voting system for
the parliament
Insiders in the Government has today confirmed that
Gayyoom is is purchasing an electronic voting system to
be installed in the parliament.
With
this system Gayyoom will be able to program each vote
pad and generate a list of who is voting for what. Each
key pad has a unique address and radio frequency.
Experts believe that this will make it easier for
Gayyoom to analyse who is doing what in the parliament
and make necessary arrests and elect pro-gayyoomies to
those seats. Although no one else will know the votes at
the time of voting this system is not secure because
votes can be announced differently and the whole control
will lie with the administrator.
MPs
must resist this move because it will mean that only
Gayyoom's wish will be announced and there will be no
way to dispute the results and on top of that, Gayyoom
can arrest those MPs who do not vote in his favour.

Maldives Country Reports on Human Rights Practices 2004
Released by the Bureau of Democracy, Human Rights, and
Labor
The Republic of Maldives has a parliamentary style of
government with a strong executive. Political parties
are not allowed to function. The President appoints the
Cabinet, members of the judiciary, and 8 members of the
50-member Parliament. The President derives additional
influence from his constitutional role as the "Supreme
authority to propagate the tenets of Islam." The
unicameral legislature, the People's Majlis, selects a
single presidential nominee who is approved or rejected
in a national referendum. President Maumoon Abdul Gayoom
was approved for a sixth 5-year term in October 2003.
The People's Majlis must approve all legislation and is
empowered to enact legislation without presidential
approval. In May, elections were held for the members of
the People's Special Majlis, a constitutional body
convoked by the President specifically to address
constitutional reforms. During the year, the Special
Majlis, consisting of the 50 members of the regular
People's Majlis and 50 members elected or appointed
specifically for this reform process, met several times.
Civil law is subordinate to Shari'a (Islamic law), but
civil law generally is applied in criminal and civil
cases. The judiciary is subject to executive influence.

says tsunami relief may take 3-4 years

Former U.S. President Bill Clinton said tsunami relief efforts could
take three to four years, urging the international community to be

Reformists regrouping to start freedom rallies in
Maldives to emulate Lebanon and Ukraine success
Sources from Male’ has confirmed that reformists are
thinking very hard to stage a continuous demonstration
in Male’ to oust Gayyoom by showing mass public dissent.
In recent months, the world has seen 2 pro-democracy
rallies being very successful and peaceful, in Ukraine
and only yesterday in Lebanon. Perhaps that is one
reason why the idea is being groomed. The international
media will this time be on the ground when the rally is
to be staged and international pressure is expected to
knock Gayyoom right out of office. Now is a very good
time to stage it just to test the waters since Gayyoom

Gayyoom and his brother Hameed arrived in Singapore
today accompanied by Royal Masseur Moosa Naseem of H.
Gaathugiri. Masseur Naseem is also expected to do all
the cooking for the the 'bi' brothers who have
terrorised the Nation of Maldives for over quarter of a
century. Hameed's associates are not disappointed that
Hussain Manik Dhon Manik has not been included in this
trip which is mainly due to the indecent exposures
proving that he has been unfaithful to Hameed, despite
their years of love affair.
It is confirmed that this
unofficial trip is mostly to give moral support for

Democratic Party (MDP), has announced he is to return to
the Maldives from exile.

Election
of the Speaker for the Special Majlis pending
As predicted
earlier today by DO, the meeting of the Special Majlis
has ended today without electing a Speaker due to debate
over how to conduct the voting. Many of the reformists
are adamant that the vote has to be a secret ballot as
stipulated in Article 133 of the constitution and not by
show of hands. These members stated very clearly that
they will not participate in any activity in breach of
the constitution, which certainly accounts for treason
as per Article 12 of the constitution.
Despite the absence of
Abdulla Hameed, Gayyoom's once-powerful brother, the
traditional attempts to undermine the constitution were
made today by Hameeds kids, starting with Shaheen Hameed
(who presided over the session in his capacity as the
Deputy Speaker of the Special Majlis) and Hamdhoon
Hameed (attending in his capacity as a cabinet Minister)
as well as Fathin Hameed (appointed by Thuthonbe' Uncle
Gayyoom). Elder brother Hamdhoon praising younger
brother Shaheen was the best thing done in the assembly
today.
Looks like it will not be
an easy ride for Gayyoom and his Kaaminee Clan from now
on, unless Gayyoom kills all the reformist MPs and
suspends the parliament and declare himself 'King' or
perhaps 'Sultan Gayyoom Siree Kulhi Bahaadhooru Wantha
Kaaminee Adhiththa Mahaaradhun'. Who knows, Gayyoom is
unpredictable!

A clear message of Demos Kratis
(peoples' rule) was sent to Maumoon Abdul Gayyoom today by the
courageous Maldivian Members of the Parliament who in an unprecedented
and a historic move, walked out of the Parliament in protest of the
attempt by cabinet Ministers to undermine the Constitution of the
Maldives.
After the much self-acclaimed
declaration by the President to amend the constitution, the president
appears to try and absolve himself from the atrocities committed under
his rule in the last 26 years. This final attempt of absolution was
today shattered when his brother who has actively undermined the
constitution of the country in the past took another attempt to try his tested
methods of intimidation on the newly elected MP's by declaring the the
ballot for the election of the President (Speaker) of the Special Majlis will

violation of the constitution.

Maldivian Heroes of Democracy
In a historic move of defiance to uphold
the constitution of the Country, 23 Member of the Parliament walked out
from today's' assembly. Pro-reformists who are openly advocating
pluralistic democracy in the Maldives demanded that the election of the
President and Vice-President (as per clause 97 of the Constitution of
the Maldives) be conducted according to Clause 133 by a secret ballot.
These clauses clearly state that it will be unconstitutional to conduct
any election in any other method. However, in total disregard for the
constitution of the country, Mr. Abdullah Hameed, the temporary President
of today's assembly said "it does not matter, we have traditionally done
this by raising hand and that is how we will conduct it today as well".
Not only that, as soon as 2 names were nominated, he closed the
nomination and order to conduct the election. Presidents' Member
Fathulla Jameel nominated Justice Minister Ahmed Zahir and similarly Mr.
Ibrahim Hussain Zaki nominated Mr. Gasim Ibrahim, who is an active
advocate of reform.

Gayyoom clearly irritated
and upset about loosing power
Male' - The new
legislative assembly of Maldives was inaugurated today.
The most heart-warming
scenes from today was that of popular reformist, Hon.
Ismail Shihab in amongst the lawmakers of Maldives
representing not only the people of Vaalu Atoll but the
hopes and aspirations of the youth of Maldives. Hon.
Shihab Shihab with his 'Bokkuraa Campaign' beat one of
the most corrupt and influential people in the country,
none other than the Dictators Boy, Hon. Abdulla Shahid
despite his 'Million Dollar Yacht Campaign' to secure
1st place in last months elections.
Today perhaps marks the
beginning of a new era in Maldives. The new Legislative
Assembly has been inaugurated which includes several
reformist MPs. The scepticism here is well founded
because Gayyoom pays no attention to the rue of law and
might even shoot them all in the head with AK-47 and
blame it on someone who cleans the Parliament House in
Male' or maybe the Security Guards saying that "they did
not request authorisation
from anyone and used the
firearms against the rules and procedure". So, obviously
people are still very sceptical about any positive
change for the better in Maldives. However, it is
important to note that Gayyoom is clearly irritated that
now there are people in the House who will argue with
him, criticise him and vote against him in any future
bills or piece of legislation. Gayyoom still appears to
have a majority but he loves getting his bills through
unanimously. The most striking sign of this
irritation is that he was walking out of the House
whilst the National Anthem was being heard, after the
members were sworn in. Furthermore, he went to the
inauguration ceremony in his cocktail dress rather than
the usual five thousand dollar suit. It is a clear sign
that he does not like being undermined or brought down
to the ground. And, it must have been very hard for him
because his brother - 'Lady' Hameed was nowhere to be
seen today. The 'man' who is the 'Mother of Reform'
and at the same time the 'Uncle of Democracy' in the
Maldives; once a towering figure in the Maldives
Parliament has been forced to resign from the post of
Speaker of the Parliament due public demand.

The founder of human

Parliament to be sworn in today
The new Peoples' Majlis
(Parliament or Legislative Assembly) will be sworn in
today in the Maldives. The life of this parliament is 5
years and consists of a total of 50 members, out of whom
42 are elected and 8 are appointed by Gayyoom. Elections
last January returned more than 18 reformist to the
parliament who were backed by the Maldivian Democratic
Party (MDP).
For a change, many believe
that Gayyoom will no longer be able to get all votes for
his bills in the parliament from now on. One of the
major tasks of this assembly would be to amend the
constitution as they represent 50% of the Constitutional
Assembly.

An outbreak of mumps in an internally displaced persons
(IDP) camp in Hulhumale
began on
30 January 2005
Up to 20 February 2005, 10 clinical
cases have been reported, 9 of whom are between the ages
of 3 and 16 years. Nine of the 10 cases come from 4 of
13 displaced families within the camp. 79 other
residents living on the island are being closely
monitored. Investigations, including identification of
cases of mumps in Male’, the previous location of these
families up until
20 January 2005, are ongoing. Diagnostic kits
for laboratory confirmation are being procured by
WHO.

Human rights
violations in the context of political reforms
This report
presents the findings of a visit by an Amnesty
International delegation to the Maldives from 9 to 14
October 2004. A draft of this report was sent to the
government in December 2004 for their comments. The
government’s comments reached Amnesty International on 1
February 2005 and the present report reflects those
comments.
Interviews with 22 of the
people detained since August 2004 revealed a pattern of
torture and ill-treatment by the personnel of the
National Security Service in the first few days after
their arrest. Detailed and consistent testimonies
gathered by the Amnesty International delegates showed
the detainees had been held blindfolded and handcuffed
for up to 19 hours, made to sit still on a chair or in
one spot for several hours at a time, and subjected to
physical assault and food deprivation and, in some
cases, to sexual violence.
The delegates received
serious allegations of sexual violence on both men and
women. One woman reported that she had been kicked on
her genitals causing her severe injuries. Another women
reported that she had been sexually assaulted while
blindfolded, and yet another woman reported that she had
been raped while blindfolded.

Since
Gayyoom is feeling like a merciful God today, we thought
that we should remind him about our friends who are
still behind bars and being tortured. With a history of
Amnesia, we don't really want to blame him! Do we now?
Maldives Prisoners of Conscience – Naushad, Zaki, Didi,
Nisreen and Fareed must be free now
When we talk about reform
and democracy, and when Gayyoom is claiming to be the
champion of it all, the question that we need to ask is
‘why are there still prisoners of conscience in
Maldives?’ In a society that is supposedly waking up to
the 21st century, these abuses of most basic
rights to express ones views and being imprisoned for
life for doing so really do not make sense to anyone but
to Gayyoom.
The writers and associates of Sandhaanu have been behind
bars for simply expressing their views in an online news
magazine. Naushad Waheed is behind bars for apparently
writing a letter to Amnesty International and Fareed for
giving religious speeches.
There are rumours now in Maldives that Gayyoom is trying
to negotiate and talk to dissidents in Male’ and abroad.
Yes, nothing can be solved without discussions and
without talking but it is essential that both sides get
off to a good beginning. Before any meetings are setup
or any discussions begin between the two sides, as a
gesture of good intent, Gayyoom should really release
these prisoners of conscience.

Karo Abbas and Shahid
Pardoned
Famous November 3rd
scapegoats who were high ranking officers of the
National Security Service, Mr. Karo Abbas and Abdulla
Shahid has been pardoned and released by Gayyoom today.
They have been serving a life sentence since 1988 after
allegedly being part of the plot that brought Sri Lankan
mercenaries to the Maldives to over throw Gayyoom. Plot
leader Luthfy and Nasir are still serving life sentence.
All for were given death sentences initially but were
reduced to life imprisonment later by Gayyoom, who loves
to show off his powers.
Several political
prisoners are still being tortured in Maldives. Gayyoom
should show off his powers and release them too, the
Sandhaanu trio, Naushad (Naube'), Sheikh Fareed and
Fauzee. However, Gayyoom does not have the balls to do
so because he knows that these people will rise up
against him. He is in fact a chicken!

Evan Naseem's killers
The
Criminal Court today passed the sentences to 12 former
policemen who were charged with the murder of Evan
Naseem whilst in custody on 19th September 2003.
In a
packed house, the Judge passed death sentences to 8 of
Evan's killers and 4 were acquitted.

truth.

Maafushee Islahiyya (Correction Centre)
in ruin and detainees abandoned completely
DO has learned that Tsunami hit Maafushi hard and the
Correction Centre for the Youth - Islahiyya was
devastated by the waves.
Concerned parties have written to DO to bring this
matter to the attention of the public. It is believed
that Gayyoom did not even visit the centre during his
tour of the island of Maafushi island.
The
island is less than an hour away from Male’, the capital
yet the centre is not provided with clean water and
proper food either. “There are detainess as young as 8
in the centre without access to clean water and even the
mosque is damaged” said the informant. We tried and
placed some detainees in homes in Maafushi but the
Education Ministry responsible to run the place has
demanded that all detainees are brought back to the
centre. Less than 3 Rf (US$ 0.23) is the budget given
for a meal of each detainee, who are usually sent to the
centre for having behavioural problems and sometimes by
the request of the family. The youngsters are now left
destitute yet the authorities are not doing anything
about it. There are still 43 youths is the centre out of
the 73, who were there when Tsunami hit the place.
The government has a responsibility to look after these
youth. In addition to that, the families of these youths
should perhaps bring them home as the government is not
looking after them. Gayyoom cannot turn a blind eye to
these destitute youth, who after all are also citizens
of the Maldives over which he presides.
“This place is not inhabitable at the moment. These
youths have nothing to do. All the games and computers
were destroyed. Their sleeping quarters were destroyed.
Government is no concerned. Gayyoom knows all about it
but he does not care.” Said the informant.

How
can we trust the person who undermines the constitution
of the Maldives to amend it and reform the country?
It does not take a
genius to conclude that Gayyoom does not have what it
takes to amend the constitution of Maldives and bring
about democratic reform to our small nation. Here are
some very simple reasons to verify this statement.
The problem in Maldives is not that the current
constitution is evasive or lacks democratic principles.
The problem is that Gayyoom has had no regard for the
rule of law and has ruled the country as a private
limited company. Paradoxically, he announced ‘sweeping
reforms’ on 9th June 2004, after mounting
pressure from the people of Maldives and the
international community and not because he wants to
reform the country but because it is the only way he can
hold on to power, for the time being at least.

Evan
Naseem's Murderers to be sentenced tomorrow
Confirmed sources
say that Gayyoom has decided to sentence the 12 National
Security Service personnel who
were directly involved in the torture and killing of
Evan Naseem in Maafushi Jail on 19th September 2003 to
life imprisonment tomorrow. It was reported earlier that
Evan's parents had asked the Judge for them to be
sentenced to death as per Islamic Law but Gayyoom has
intervened and agreed to pass life imprisonment instead.
This is a clear indication of how judgement is passed by
Gayyoom and that the Judges in Maldives are just puppets
of the Dictator. Many are concerned that Gayyoom will
use these people in Maafushi jail to create unrest and
that they will be getting special treatment as they have
been since being on trial.
Persons Who Inflicted Direct Bodily Injury and Killed
Evan Naseem
As
a result of its investigations, the Presidential
Commission finds the following 12 persons to have in
various ways inflicted direct bodily injury on Hassan
Evan Naseem by beating him with either riot batons,
wooden planks, parts of a broken chair, with bare hands
and feet or with boots after saying that he was “playing
a game” when he was left lying motionless inside the
workshop.

Cabinet Re-shuffle expected
Confirmed sources
say that an emergency cabinet meeting is underway to
finalise a cabinet reshuffle. The following changes are
expected.
Yameen to be Tourism Minister, Hameed to be transferred
to Presidents Office, Ilyas Ibrahim to Atoll Ministry,
Fathulla Jameel is to be based in Singapore and Hala
Hameed to be the new Foreign Minister, Shaugy to be
Justice or Home Minister, Musthafa to be transferred to
Education Ministry and Fathin Hameed to be Agriculture
Minister.

We have sent about
100 tons of Aid to the Maldives comprising of food,
water, medical equipment, clothing, tents and household
equipment.
Our teams of Maldivian and British volunteers in the
Maldives have visited Meemu, Vaavu, Thaa and Laamu
Atolls and distributed FOM Aid. Last week an FOM team
went to Meedhoo, Maa Eboodhoo, Vaanee, Gemendhoo and
Kudahuvadhoo islands in Dhaalu Atoll. People have been
very happy and thankful for the quality of Aid.

Short
life span of corals for Maldives if nothing is done
Maldives boasts to be a very environment friendly
destination and it has laid out some measures to protect
its environment. For a nation whose area is 99.9% water,
the ocean and its marine life should be at the height of
its protection programme. Maldives has 25 different
protected reefs, true but there are so many other sites
which have not been explored yet. The whole of Gaafu
atoll which boasts the most beautiful dive spots in
Maldives alone has more than 25 sites that should be
protected from professional diver’s experience but the
government has been inefficient to do so. Shark fishing
is supposedly banned in Maldives and Turtles are
protected, with all turtle products banned. But the
government has not been able to prosecute many illegal
traders of shark fins and turtle shells so far because
these people tend to be 'well-connected'.
