Votes must be counted and announced in the islands
The electorate does not have the right to choose, because
people are forced to
vote for government candidates. All ballot
boxes are transported to Male' by the NSS and
results are counted secretly in the
capital. Then the totals are faxed to Gayyoom
at Theemuge (the multi-million dollar
Presidential Palace) for approval before
anything is announced.

Maldives
education minister meets with students in Egypt and warns them not to get hooked on
Dhivehi Observer
The people of Maldives
have never been bothered with the government before,
said Shaugy, but now there is lot of
hatred induced by Dhivehi Observer and other anti-government
groups. 'When people tell you lies constantly, you tend to believe them,'
he said. 'It is important to assess the
whole thing critically, otherwise you will fall into the trap.'
Shaugy
asked the students not
to visit the DO web site. 'It's all lies,' he said.
'In
spite of this, I know there are many of you who are not satisfied
unless you browse DO in the morning and before you go to bed

Gayoom creates clear blue water between
Male' and New Delhi
Minivan
News
India has recently refused to hide its irritation with Mr Gayoom, particularly after his handling of Black Friday. Whilst New Delhi has not yet publicly criticised him, behind the scenes India has been telling Gayoom to pipe down. Gayoom has also failed to hide his contempt for India, his ministers often publicly referring to it as a
'messy democracy'. While the two sides were drifting apart, the recent spat Gayoom has engineered with New Delhi seems to be a deliberate attempt to detach himself from India.

Gangs

election options in Maldives
Six doctors from
the hospital have arrived in Male' on their way out of the country, and Gayyoom has been forced to fly two replacement Maldivians into Addu - Dr Solih and Dr Shifan. The Indian medical staff
in Hithadhoo includes nurses and a paediatrician (specialist baby doctor), and they have not been allowed to leave Addu. All are on contracts with the Gayyoom government and their passports are being withheld.

Personal account : Fathimath Nisreen, cyber-dissident
imprisoned in the Maldives
"I was never physically
tortured. But the psychological scars from what I
underwent in prison are irreversible."
Fathimath
Nisreen was arrested in January 2002 for helping to
publish an e-mail newsletter called Sandhaanu that
covered human rights violations and corruption in the
Maldives. Accused of "libel" and "trying to overthrow
the government," she was sentenced to 10 years in
prison. This was commuted to five years banishment on
Feeail island in 2003. Fathimath was just 22 years old
at the time of her trial. A peaceful gathering in
protest against the regime began in the capital, Male,
on the evening of 12 August 2004, while Fathimath was
being allowed to spend several weeks there. Although
under house arrest, she was able to participate in the
protest. She agreed to talk about the violent crackdown
that ensued.

Mistakes made by Shaheed in his interview with BBC
Sitaram probably felt pity for the diminutive guy who was literally breaking apart in front of her; she decided not to go for the kill. If she had wanted, she could have easily demolished Shaheed, using the blunder statement: 'offences they have committed'. The detainees are yet to be charged, let alone convicted. Shaheed should be thankful to Sitaram for letting him off the hook.

Until now, judicial warrants to extend remand periods were issued by the highest judicial authority in the republic, namely the president of the republic. Depending on the type of alleged offence, a suspect may be held without a warrant for a period of 15 days or 45 days. Law enforcement authorities at one time regularly obtained written warrants from the president of the republic to extend remand periods on a case-by-case basis.
It appears that the Maldive president of the republic has recently devolved this authority to lower court judges possibly for the benefit of Western observers who are used to similar systems.

Hithadhoo, Naifaru and
Male' - NSS controls the gangs
It is no coincidence that Maldives' most violent crimes are occurring in Male', Hithadhoo and Naifaru. All these islands are under strong NSS influence.
The drug addicted gangs that Gayyoom has organised to break the influence of the reform movement, can be directed and paid off easily. Also, when the
paateys have to be arrested, they can be processed and released without delay.

Rape
of male doctor prompts
mass resignation of
Indians at Hithadhoo
hospital
Last
night, three men broke
into a male doctor's
residence in Hithadhoo
while he was asleep alone
in the house, which is
rented by the hospital for
its medical staff. 'They
stripped him naked and
assaulted him,' says a DO
reporter. 'After this
incident, all fifteen
Indian doctors decided to
resign and leave
tomorrow.'
Public unrest in Addu
atoll into the early hours of the morning
People of Hithadhoo are
still near the island
office demanding the arrest of the
drug addicts but police
are still refusing to act. The
people of Hithadhoo got together and decided to
something about it, and they went
around the island and
apprehended the thugs and brought them to the
island office, where hundreds of locals are gathered.
Nearly 23 people have now been apprehended, but police
are refusing to detain them.
The public is complaining
and demanding that law and
order be restored in the island.
The unrest began when
these paateys broke into the homes of doctors working in
the island hospital which made the doctors and their
associates decide to resign from their jobs.
It is also believed that
Yameen's candidate for Addu Atoll Hiyalee (Jeevan)
paid these paateys to beat up his rival Aslam who is a
hot favourite to win the upcoming election.
The
paateys are directly related to the illicit operations
of Gayyoom's cronies as on Black Friday.
'Our societies
are now run by drug addicts and peodophiles, who are
brothers of Gayyoom. The sooner he is gone the better,'
said our informant in Addu.
Latest >>> There is speculation this whole
thing will be twisted to the advantage of Musthafa
Luthfee and Hiyalee by arresting the other potential
members like Aslam on the charge of masterminding this
unrest. Let us hope that Gayyoom won't go mad and
declare a state of emergency to Hithadhoo and the
islands in the vicinity. Gayyoom can only deal with
situations when there is no law or jurisdiction. He like
the law of the jungle. He has weapons so he can kill
people.
05:30 am : A total of 33 Paateys have now
been detained by police after demands from the public.
Two female paateys are also amongst the group. The
people of Hithadhoo has forced the police to take
action.

Breaking
News from Maldives
Public
demonstration in Addu
atoll
Many
islanders, including
businessmen, have gathered
outside the island office
demanding the government
take action against the
deteriorating law
and order situation.
Trucks
and other vehicles are
carrying people to the
demonstration.
Latest >>>
More than 22 paateys have been arrested by
the people and they are not held in the Atoll Office.
The police is refusing to lock them up and investigate
the case. Residents say that they have had enough of
this and want to bring an end to the illicit activities
of these paateys. Police cooperate with the paateys
rather than the public which is not an uncommon
phenomenon in Maldives in recent times. Gayyoom's
brothers know no other way to incite fear and hatred
than through paateys.
Feydhoo people have also
now joined Hithadhoo people in their effort to apprehend
the paateys.
Hithadhoo Hospital now has
only Dr.Balaajan, is on duty. Some have already gone
back to Male' and will be flying to India as soon as the
Health Ministry hands over their passports. Others are
ready to flying home too.
Locals in Hithadhoo are
out on the street beating up the drug
addict paateys
Confirmed reports are coming that the
locals are out on the streets of Hithadhoo
island in Addu (Seenu)
atoll in southern Maldives
trying to get
hold of the paateys -
addicted muggers and thieves - who
mugged the doctors which led them to resign and leave
the island. It is reported that the situation is very
serious and that the police are protecting the
paateys
rather than the public.
It is reported that
NSS police have done nothing about the rise in crime in the
atoll. Gayyoom's police love drug addicts and
use them
to do their dirty work like they did on Black Friday.
Another
cutter slashing incident in
Naifaru island
Confirmed reports are coming from
Naifaru island in
Lhaviyani (Faadhippolhu)
atoll north of Male' atoll
that more than 500 people are near the hospital
screaming at the police who are protecting the
paateys
who once again carried out a cutter and acid attack
tonight in which five people have been badly hurt. These
are the same group who carried out a vicious attack
earlier thus year with a cutter.
The
NSS police is apparently
not concerned about the safety of the public and
released the paateys
without charge or detention and used them
to create fear among the local population.
Latest >>>
Confirmed reports say that the
injured are in very serious condition; they are
Waheed from Noovilaage
house, Waseem from Sosunge, Mohamed Ahmed (Azum),
Imaadh Mohamed, and Ismail Yousuf
from Sweet Dream house.

Minute interviews: The Commonwealth Human Rights Initiative
Minivan
News
There may be many reasons not to send an election observer team, one of which certainly is that having assessed the situation, the Commonwealth believes a free and fair election will not happen and therefore they have decided that a more appropriate response would be to send a technical team.
It must be remembered that at times voting on the day may be conducted in an effective manner but intimidation prior to the election day may mean that the results are not the true will of the people.

Hithadhoo Regional
Hospital Foreign Doctors have resigned and are flying
home
Confirmed reports from Hithadhoo
island in southern
Maldives that 10 foreign doctors working there have resigned in
protest against abuse by local gangsters in breaking into one
of the doctors' homes and stealing
a large amount of her valuables.
This sad incident occurred last night and
it is apparently not the
first time. The foreign doctors, mostly from India, have
now decided to resign and fly back to their
home countries.
Reports say that several patients
are left without any medical treatment or attention
including pregnant women.
'A baby has now died because
of this mess, people are very angry and the government
is only working on decorating the hospital for a
ceremony. This is
outrageous,' said a
Hithadhoo resident.
The
crime rate has been high in all
parts of the country recently, and the police have failed
to prevent it because they are busy harassing and
intimidating pro-reformists around the nation.
A detailed report will be published
soon as we get further information.

Poor
performance from Dr
Shaheed in BBC World
Service interview
Gayyoom's PR firm, Hill and
Knowlton's London office, have a lot of work to do on Shaheed. Visibly nervous, he sat stiffly and leaned back from the camera. Direct questions confused the doctor and he searched for answers from memorised lists that emerged in bursts of uncompleted words and phrases. Shaheed performed best when praising Gayyoom, but that will be a redundant talent when Maldives becomes a twenty-first century society of freedom and democracy.
Hill and Knowlton entered the Maldives political scene in Ramazan 2003, landing in
Male' with less cultural sensitivity than a
voshimas miyaru in a crowded
dhoani. The government of Maldives is paying millions to this firm, and Maldivians have a right to expect a more professional product than the babbling stooges they have presented so far.

Misleading legal terminology in Maldive media
Maldives

The Maldive republican authorities appear to be applying previously dormant legal niceties in the face of Western scrutiny. It has long been enshrined in Maldive law that a person who is arrested cannot be held in custody beyond a specified number of days without the authority of a judge. The six members of parliament were in fact taken before a judge for a hearing so that they could be remanded back to home detention, allegedly pending further investigations.

Jordan's
KADDB reconditions tanks and armoured vehicles, deals in a nasty little pistol aptly named the Viper, and offers a cut-price wheel re-rubbering service. KADDB also sells a large range of armoured personnel carriers specifically designed to transport troops and armed police during periods of urban unrest.
The Al Jawad vehicle sits firmly on its Ford F-450 standard chassis and is designed to carry 10 people, including its driver, in air-conditioned comfort to wherever public order is out of control. The Al Jawad bin Ford can be fitted with modular equipment, namely metal screens and ladder assault systems, but this vehicle seems too luxurious for the methods of Gayyoom's NSS.

MDP
voices strong appeal for official
registration in Maldives
The
Maldivian Democratic Party has yet again
voiced a strong appeal to the Maldives
government for official registration.
Speaking to Minivan Radio the Party's
co-founder and councillor Mohamed
Nasheed shrugged off suggestions that
the government may cite administrative
difficulties during the run up to
general elections.
'Should the
government decide to allow our
registration, it won't need much
paper-work. All our documentary
submissions are with them. The
constitution allows it. All that are
needed remain the regime's political
will and quick
decisions

Abdulla
Shahid campaigning illegally in Vaavu
atoll: 'I am No.
5'
Confirmed sources say that Mr.
Shahid who is trying to defend his seat for Vaavu
atoll
is working hard in the
atoll to win the upcoming
election. However, he might not have realised that this
should technically disqualify him from
contesting,
because he is breaking the law by lobbying and
canvassing before his name is officially announced.
According to constitutional and
legal experts in Maldives, even though he is the serving
MP for the atoll, that does not give him the right to
campaign under the law.
He is going round the island saying
that his candidate number is '5'. Today he visited
Alimathaa and Dhiggaru
islands to meet the people of the
atoll
working there, and asked them to vote for him and told
that that his candidate number is
'5'.
Tonight he is in Keyodhoo and will
spend the night there in the company of some lovely
friends arranged by the Keyodhoo officials.
Moored
in Keyodhoo harbour is Athama Ibrahim Didi's million
dollar yacht Gaafilaa. It is obvious that Shahid, as
personal secretary to Gayyoom,
has many fans who in
turn gets great benefit from helping
their friend. Is this a fair and free election? Most Maldivians will disagree.
Sample Ballot Box for
Upcoming Election Found to be Faulty
Minivan News - As opposition
criticism mounts over government rigging of the
nomination process for the upcoming parliamentary
elections in the Maldives, a further flaw in the
elections has come to light in the form of insecure
ballot boxes.

Reporters

report
Maumoon
Gayyoom among the world's
29 predators of press
freedom
There are instigators and powerful people behind press freedom violations whose responsibility is not always apparent. Whether presidents, ministers, chiefs of staff, religious leaders or the heads of armed groups, these predators of press freedom have the power to censor, imprison, kidnap, torture and, in the worst cases, murder journalists. To better expose them, Reporters Without Borders has produced these portraits.
