Students in Malaysia struggling with no money

Government scholars in Malaysia are supposed to get their stipends semi-annually but they have not received their stipend for this year (January to June, 2007) which hey were supposed to get on 25th December 2006.
There are many students who are studying in Malaysia who are in great difficulties due to lack of finance and as such they have called to the relevant authorities, but as usual, there were different answers from the authorities. When they called to DHET (Education) answer was that they have sent the financial statement to the Ministry of Finance. But when they called to Finance, the answer was first that they haven't received the relevant financial statements. But, in a u-turn, they later said that they haven't send the stipends, because two of their staffs are on leave.
Today's date is 11th of January, meaning students have passed almost three weeks without getting their stipends. This has led many of the students to borrow money from different people and make ends meet whilst enduring great embracement. Moreover, most students live out of campus, resulting in more financial burden, such as flat or room rent, electricity, telephone, water, internet bills. These bills are payable on the due date, especially the rent hence many are worried about being thrown out of their apartments due to failure to pay rent.
Perhaps Golhaabo is too demented and forgot all about it but where is the Finance Minister, Chief Philanthropist, why is he not doing anything about it?
So, Who do we blame for this, Golhaabo or his Finance Minister?
