"Insha Allah we will hand the country back to its people!"

by an anonymous NSS Officer - posted on MSN group friendsofmaldives

I am an officer in the National Security Service. NSS is a classic example of top level mismanagement of money and human resources. Among the top level officers, there are many men of retirement age that are entirely useless, are draining public funds from NSS budget for all their expenses, and can be replaced by more able people that would benefit the nation in ways these old guys can not even imagine.

On the top we have Commander in Chief, General Maumoon Abdul Gayoom whose leadership is a shame to all of us Maldivians, lacking in all qualities of leadership and humanity. He uses more than half of NSS budget for his personal security, various services and maintenance of his palace, office and his private holiday resort. The largest unit in NSS in terms of strength (number of men) and budget is dedicated to his personal and family service.

Major General Ambaree Abdul Sattar (Deputy Commander in Chief) manages the day to day activities of Ministry of Defence and National Security according to his emotional state. Thus, if he is sad or angry (such as when he loses an election for the Majlis) the whole ministry comes to a standstill and nothing can be approved from him ( the person who takes the issue to him would be intimidated till he is the size of an ant). If he is happy (such as when maumoon gives him a complement on his new hair cut) there is no restriction on the budget and scope of projects that can be approved from him, and therefore everyone is happy. He also holds the unofficial position of Shadow Chief of Staff, who runs his office from officers's mess. The function of this Shadow government is to propagate the age old culture of mistrust and hate among the officers. Here officers compete with each other to win his favour often by telling sick jokes at the expense of their colleagues and backbiting. This serves to create mistrust among the officers which then is passed down to the lower ranks. It is a matter of reputation to be present in the mess at the times when Ambaree visits the mess no matter what duties they might have.

Brigadier Mohammad 22 Zahir (aka Inspector Gadget for his love of showing off and boasting about his latest cell phones and other gadgets which include Landrovers) is another insult to us. This is the master showman in professional as well as in his personal life. The only thing he knows how to do is to put up a show in the name of doing something. (apart from 50% of budget spent on Gayoom's personal affairs, 30% is used for shows, this is my estimate including the Show element in otherwise genuine useful projects). His ambition now is to replace Ambaree and become a minister (now that the power triangle has been dissolved by the departure of Adam Zahir, Ambaree is his sole enemy). 22 Controls the power to give various benefits (apart from Defence Ministry loans) to NSS men and women including housing, training courses abroad, promotion (this is irrespective of whether the person is working in Police or NSS). He uses these benefits to gain personal support for himself among the personnel by making it appear to them as if these benefits are personal gifts from him. Mohammad Zahir's brother, Ahmed Zahir was responsible for building and maintenance of all NSS facilities. Wastage of large amounts of money for appearance rather than utility of facilities He built his house from the money diverted from these projects and he has a lavish life style second only to his big brother. Ahmed Zahir's personal office in Kalhuthukkalaa Koshi (KK) is a 2 bedroom suite.

There is a confusing mess of informal organizations all through uniformed personnel in addition to ambaree's shadow government. Muhammad Zahir places his moles inside police (in an effort to disrupt as well as learn about the activities of Adam Zahir). The infamous Fusfaru now known for the responsibility of killing Evan Naseem was one of them. There are several officers who will give testimony in court that the beatings and torture was going on prior to the September 2003 murder incidents and that these high level officers knew about it and refused to do anything to stop it, and that they rather encouraged it. If it comes to that, we will stand against them. There are still officers who think 22 and Ambaree are fit to lead us or that maumoon is the legitimate president of Maldives. I call upon them (these are my friends but I am unable to talk to them about these matters directly at the moment) to renounce. These people have continued immoral and illegal acts for decades. Insha Allah we will hand the country back to its people.
